Srinagar, Oct 30 (KNS): In a fresh push to tighten the security grid across Kashmir, Lieutenant Governor Manoj Sinha on Friday ordered sustained operations against terror networks, closer scrutiny of suspected anti-national elements within the administration and stronger counter-infiltration measures, while warning that any deterioration in communal harmony or law and order must be prevented.
The directions came during a high-level security review in Srinagar that brought together the Valley's top civil and police leadership, including Deputy Commissioners and Senior Superintendents of Police from across Kashmir, as the administration assessed emerging security challenges, operational preparedness and coordination among enforcement agencies.
A significant aspect of the meeting was the Lieutenant Governor's direction to district administrations and police chiefs to closely monitor anti-national elements within the administrative machinery, indicating that the security review extended beyond conventional counter-terror operations to potential threats from within government institutions.
Sinha also called for intensified efforts to counter radicalisation, with district-level authorities expected to play a more active role in identifying and addressing security concerns.
The review placed particular emphasis on dismantling terror-support networks and disrupting the financial and logistical structures sustaining militancy.
The Lieutenant Governor directed that action against terror modules remain sustained and aggressive, while the counter-infiltration grid be further strengthened through closer operational coordination among Jammu and Kashmir Police, the Army, Central Armed Police Forces and district administrations.
The instructions come against the backdrop of continuing efforts by security agencies to identify suspected terror associates, financial facilitators and support networks operating across the Valley.
The meeting also brought narco-terrorism into sharper focus, with Sinha ordering monthly reviews of cases involving attachment of properties linked to narco-terrorists and the wider terror-supporting ecosystem.
The direction places property attachment proceedings under periodic administrative scrutiny as security agencies continue to target suspected financial and logistical networks associated with terrorism.
Sinha called for uninterrupted action against narco-terrorism, drug smugglers and peddlers, linking the crackdown to the administration's broader objective of curbing narcotics trafficking across Jammu and Kashmir.
Another major area of concern was the potential for misinformation to disturb public order.Click Here To Follow Our WhatsApp Channel
The Lieutenant Governor called for the establishment of district-level social media cells to swiftly counter misleading information, signalling a more structured approach to monitoring and responding to online content that could fuel tensions.
He warned that communal harmony and law and order must not be allowed to deteriorate under any circumstances.
“Under no circumstances should communal harmony and the law and order situation be allowed to deteriorate. We must institutionalise best practices and implement District Convergence Plans to ensure sustainable peace and development,” Sinha said.
The proposed District Convergence Plans are intended to bring civil administration, police and other agencies onto a coordinated platform for addressing security and governance challenges at the district level.
While security dominated the deliberations, the Lieutenant Governor also linked administrative responsiveness with public confidence, directing officials to ensure swift disposal of grievances and strengthen engagement between citizens, police and government institutions.
The review extended to winter preparedness, with the administration directed to maintain adequate stocks of essential commodities and put in place effective snow-clearance arrangements ahead of the approaching winter.
The meeting also assessed the progress of major infrastructure projects across Kashmir, placing development and administrative preparedness alongside security priorities.
The presence of both outgoing Chief Secretary Atal Dulloo and Chief Secretary-designate Dr Sajjan Singh Yadav was notable, with the review taking place during a transition at the top of Jammu and Kashmir's civil administration.
Director General of Police Nalin Prabhat, Additional Chief Secretary Home Chandraker Bharti, Special DG Coordination PHQ S J M Gillani, ADG CID M K Sinha, IGP Kashmir Sujit Singh and Divisional Commissioner Kashmir Anshul Garg were among the senior officials present.
Commissioner Secretary GAD M Raju, Principal Secretary to Lieutenant Governor Govind Jaiswal, Range DIGs, Deputy Commissioners, SSPs and other senior officials also attended.
The directions underline a security approach extending from infiltration prevention and counter-terror operations to suspected internal facilitation, narcotics-linked financing and the monitoring of misinformation, with district administrations and police leadership assigned a central role in implementation.
