Srinagar, Jul 20 (KNS): The State Human Rights Commission (SHRC) on Thursday directed the government to pay minimum wages to all the employees, employed by the state government under the Minimum Wages Act.
The Suo-Moto case regarding that Government is paying Rs 200 to Rs 500/- per month to Contingent Paid Workers (CPW) engaged by Education department was listed before the SHRC chairperson, Justice Bilal Nazki.
While passing the order under no SHRC/2017/PS/56, dated 20-07-2017, Naki directed Commissioner Secretary GAD to furnish the list of all such employees of all the departments in the state within a period of two months. “Besides, Chief Secretary is also directed to file compliance report within the same period,” Nazki in an order said.

The order reveals that the chairperson also observed that prima-facie; it appears to be gross violation of human rights. “People are engaged by the state without even paying the minimum wages provided under the statute,” Naki said.
He said that the report filed by Director Education Kashmir is alarming. “The commission feels that a worst type of human rights violation is being perpetuated by the state against poor citizens and the government is exploiting unemployed people as Beggar which has since been banned. This is a clear violation of constitutional principles of law of the land,” Nazki said, adding that if a person is engaged on wages below the prescribed rate by any private person he will find himself in jail.
