‘Granting trio citizenship, re-opening of trade routes, introducing SAARC currency’

Srinagar, Dec 13 (KNS): The paper presented to BJP leader and former external affairs minister Yashwant Sinha led delegation to Kashmir by the civil society group at Anantnag, which has been the epicenter of the current uprising, has highlighted that there is immediate need of some CBMs which will act as peace-building structures towards the solution of vexed Kashmir issue.
The paper, a copy of which lies with KNS, highlighted that there is a need of blanket ban on using pellet guns and recently PAVA shells, which by composition, is in itself a chemical weapon.
The civil society has also asked for formation of an Independent committee headed by the reputed judge of Jammu Kashmir High Court to look into the killing of youth and initiate an Independent probe.
It also demanded formation of Juvenile police units, besides Juvenile courts and Juvenile Homes and setting up of State Child Rights Commission.
The other points highlighted in the paper are stipulating playing and setting up of multi-game playing fields.
-Unconditional release of all the detainees languishing in jails; compensate those who have been put in jails and later proved innocent; repealing of draconian laws like Armed Forces Special Powers Act(AFSPA) and Public Safety Act(PSA).
-Returning back all the hydro-electricity projects owned or operated by NHPC to the State.
-Local police personnel on either side to be trained jointly by India and Pakistan for maintenance of effective law and order, to avoid the process of greed and grievance approach, followed by structured demilitarisation on either side of LoC.Click Here To Follow Our WhatsApp Channel
-Honourable return of Kashmiri Pandits to Valley and reconnect them with the cultural neighbourhoods’, importantly, root them with the individual aspect of collective personality.
-Structured return of Muslims families, who since 1990 migrated to PaK due to fear of violence, mainly living near LoC in the areas of Machil, Karnah, Teetwal, Uri, Gurez, Tulail, Pooch and Rajouri etc and are presently living in Azad Kashmir and Rawalpindi, like Kamsar and Busnara migrant camps.
-Amendment to IWT under Article XII, clause 2 and 3 giving participatory role to people of Jammu and Kashmir on either side of LoC.
-All the natural trade routes of Kashmir across LoC should be opened and exchange of goods without any condition, promised through the introduction of SAARC currency.
-Making Kashmir valley a neutral zone without any security grid and pulling back all the intelligence resources on either side of LoC.
-Granting trio citizenship, so that people of Kashmir on either side can be the citizens of Jammu and Kashmir as per 1941 census records.
-Two assemblies should be established on either side of LoC to look into the governance part of the respective regions, elections for both should not be held under the observation of Election Commission of India or Election Commission of Pakistan but jointly by both or under third party monitoring.
-Granting cultural autonomy to all the 13 ethnic groups of Jammu and Kashmir across LoC. (KNS)
