Over 2.79 lakh violations recorded in seven months; CS calls for stronger enforcement, better parking facilities

Srinagar, Oct 16 (KNS): Traffic enforcement systems in Jammu and Srinagar generated over 2.79 lakh e-challans involving penalties worth Rs 30.70 crore during the first seven months of 2026, but only Rs 1.23 crore was recovered, according to figures presented at a high-level meeting chaired by Chief Secretary Atal Dulloo on Friday.

The figures, covering January to July 2026, showed that Jammu recorded 1,75,384 e-challans involving Rs 20.20 crore, of which 11,467 were disposed of and Rs 1.04 crore realised.

In Srinagar, 1,04,311 e-challans involving Rs 10.50 crore were generated, but only 3,210 were disposed of, with recoveries amounting to Rs 19 lakh.

Together, the two cities recorded 2,79,695 e-challans, while only 14,677 were disposed of, representing around 5.2 per cent of the total. The amount realised was approximately four per cent of the penalties generated.

The figures were presented during a meeting of the Multi-Disciplinary Committee on Traffic Management, which reviewed road safety, congestion, parking facilities and enforcement measures in Jammu and Srinagar.

Dulloo directed the Traffic Department to analyse accident data available on the electronic Detailed Accident Report (e-DAR) portal to identify accident-prone locations and deploy personnel according to identified risks.

He also called for strengthening vehicle safety inspections, particularly for school buses and heavy passenger vehicles.

The meeting was informed that 17 roadside parking sites had been identified in Jammu, of which three were functional and seven allotted to vendors.

In Srinagar, an IT-based Automatic Number Plate Recognition system is monitoring 300 parking spaces across M.A. Road, Lal Chowk, Residency Road, Jhelum Riverfront and Karan Nagar.Click Here To Follow Our WhatsApp Channel

The Srinagar Municipal Corporation is also preparing a GIS-based parking management plan to identify and regulate parking areas.

Dulloo directed the authorities to identify additional parking spaces and implement parking policies to reduce congestion caused by unregulated parking.

He also called for upgrading the Integrated Traffic Management System (ITMS) with facial recognition capabilities in both cities.

On public transport, officials informed the meeting that a charging station capable of accommodating 100 electric buses had been developed at Pantha Chowk, while another facility at Zoonimar was operational for 15 vehicles.

Additional charging stations at Batamaloo, Harwan and Bemina are under execution against an allocation of Rs 13.99 crore.

In Jammu, Rs 15 crore has been allocated under the PM E-Drive scheme, with work on an electric bus depot underway.

The Transport Department also reported the cancellation of 68,000 vehicle registration certificates for repeated violations.

Officials said Rs 13.83 crore of the Rs 18.14 crore allocated under Road Safety Funds since 2021 had been utilised for purchasing traffic enforcement and safety equipment.

The Chief Secretary also directed departments to strengthen emergency medical assistance for road accident victims under the PM-RAHAT scheme and ensure that treatment was not delayed or denied.

The meeting reviewed proposed elevated corridors, road-widening projects, accident blackspots and measures to improve traffic movement in both cities.

Dulloo stressed the need for coordinated enforcement, improved public transport and safer road infrastructure to address growing traffic management challenges. (KNS)
