Delay in JKAS induction disappoints officers, seek early induction

Srinagar July 12 (KNS): Pinning hope with Governor Administration, the officers of UT administration, eligible for induction into KAS cadre, are feeling disappointed over inordinate delay caused in the process of induction by GAD. In normal course, the  induction process was being completed by ending March every year but this year it has been shelved on the reasons best know to the higher authorities dealing with the job, they expressed and appealed to the Governor and Chief Secretary to intervene into this issue as it has blocked the promotion opportunities of hundred of eligible officers waiting for induction. The delay has also affected the future career of the offices/officials who can be elevated once the eligible officers in their departments are inducted into JKAS and vacate the posts for their promotion, they opined. A number of officers, who had become eligible for induction into this service have lost their hopes as some of them got superannuation and some are in line. Though induction quota pertains to the year 2022 but they have apprehension that their quota may be diverted to some other services as has been done previously, just to benefit a particular sgroup of the officers.  

There are 18 services (Departments) including Jr KAS officers, feeding to JKAS, but lack of transparency in the system has made it ambiguous. One of the officer from the services said that their department was not given even a single slot since 2019 on the plea that no slot is available in their service. The officers said if policy of the Government is to maintain transparency in all levels of the administration, the GAD should also make the system and process of induction transparent by keeping the details of available slots of every service on their domain prior to induction process is started in January of every year so that every officer of 18 services can know about their slot position.  They appeal Governor, Chairman, PSC and Chief Secretary to intervene  in the matter and get all the slots filled in time bound manner. They also appealed and suggested to assign this job to Public Service Commission for betterment of the system and bound them to complete the induction process on fixed time frame viz by ending March every year.

It is worth to mention here that dearth of officers had badly affected the functioning of the several departments as one officer has been asked to look after the jobs of multiple offices simultaneously. Once the induction process is completed it can bridge the gap of officers in the administration to a large extend, they hoped.(KNS)
