Srinagar, Nov 7 (KNS): Chief Minister Omar Abdullah on Saturday congratulated Education Minister Shameema Firdous following the notification of the Jammu and Kashmir Private Universities Rules, 2026, which mandate a minimum 25 per cent reservation for local domiciles in admissions and employment in private universities.
Describing the notification as a significant step towards strengthening higher education in the Union Territory, Omar as per KNS said the new framework would facilitate the establishment of reputed national and international institutions while expanding educational and employment opportunities for local youth.
According to a statement issued by the Chief Minister's Office, the rules provide for streamlined approval procedures, mandatory reservation for J&K domiciles, regulatory oversight and stringent penalties for violations.
The chief minister said the framework would encourage institutional investment and promote excellence in teaching, research and innovation.
He said the initiative would also encourage the establishment of institutions across diverse disciplines, including Science, Technology, Engineering and Mathematics (STEM), medicine, law, business studies and liberal arts.
Under the newly notified rules, private universities will have to reserve at least 25 per cent of their sanctioned student intake in every academic programme for candidates domiciled in Jammu and Kashmir.
A similar minimum reservation has been prescribed for teaching and non-teaching positions, extending the benefits of the framework to employment opportunities for local residents.
The category-wise distribution of seats and posts will be governed by the Jammu and Kashmir Reservation Act, 2004, Reservation Rules, 2005, and Domicile Certificate Rules, 2020, along with subsequent amendments and government instructions.
The rules also provide that unfilled seats and vacancies under the domicile quota may be offered to other eligible candidates on merit after completion of the prescribed admission and selection processes, subject to applicable reservation provisions.

The new framework introduces a time-bound approval mechanism for organisations seeking to establish private universities in the Union Territory. The government will conduct preliminary scrutiny of applications within 30 days of receipt.
The proposals will subsequently be examined by an Expert Committee, which will assess the credentials of sponsoring bodies, scrutinise project reports and evaluate proposed infrastructure. The committee will also be empowered to physically inspect university sites.
The Higher Education Minister will take a decision within 30 days of receiving the committee's recommendations.
The rules also provide for the constitution of the Jammu and Kashmir Private Universities Regulatory Authority to monitor institutions and ensure compliance with prescribed academic, infrastructure and governance standards.
The authority will be headed by a retired IAS officer not below the rank of Commissioner Secretary and will include representatives from the Higher Education, Finance and Law departments, government universities, the University Grants Commission and other academic and professional fields.
The framework prescribes financial penalties for violations, including twice the actual fee charged for admissions made in contravention of the Act and three times the excess amount collected in cases of unauthorised fee charges.
Institutions appointing unqualified teachers will face a penalty of Rs 20,000 per month for each such teacher, while awarding degrees without properly conducting examinations and evaluation will attract a penalty of Rs 5 lakh.
Infrastructure deficiencies will invite a penalty of Rs 2 lakh per month, while unauthorised distance education programmes and extension centres will attract a penalty of Rs 5.5 lakh per month.
The chief minister said the initiative would advance the government's objective of making quality higher education accessible within Jammu and Kashmir while developing the Union Territory as a destination for higher learning and research, the statement added. (KNS)
