Jammu, Oct 8 (KNS): The Central Administrative Tribunal (CAT), Jammu Bench, has imposed a cost of ?10,000 on senior advocate Jahangir Ganai over his appearance before the Tribunal without a lawyer’s uniform and for making derogatory remarks against the Court during proceedings in a promotion-related case involving the Agriculture Production Department.
In an order dated October 7, 2026, the Tribunal directed Ganai to deposit the amount within one week.
The matter arose during the hearing of an Original Application filed by Mohd Amin Dar against the Agriculture Production Department. The case was listed before Court No. 2 of the Tribunal.
According to the order, Ganai appeared through audio mode and began making submissions without switching on his video. After repeated requests, he turned on the video, following which the Tribunal observed that he was appearing without the prescribed uniform.
The Tribunal further recorded that Ganai made derogatory remarks against the Court while the matter was being discussed. It also observed that he appeared unapologetic about appearing without the prescribed uniform and consequently imposed the cost.Click Here To Follow Our WhatsApp Channel
The order also clarified a discrepancy concerning the next date of hearing. The matter had come up on October 1, 2026, when it was adjourned at the request of proxy counsel appearing for the applicant. Although the order sheet inadvertently mentioned October 26 as the next date, the Tribunal said the date pronounced in open court was October 7, a fact it ascertained from the cause list maintained by the Judicial Member for personal records.
During the October 7 proceedings, counsel for the applicant submitted that an application seeking preponement of the Original Application had been filed. However, the Tribunal noted that the miscellaneous application was not available on record.
The Tribunal accordingly directed that the matter be listed on October 8, 2026. It also permitted the respondents’ counsel to file objections to the miscellaneous application, if they wished to do so, and directed the applicant’s counsel to provide a copy of the application to the opposite side.
