An official told news agency Kashmir News Service (KNS) the decision aims to address uncertainties arising from the lack of notified Master Plans and Zonal Development Plans in the Union Territory, he said.

 

"Certain activities, including Red and Orange category industries in commercial zones, besides Red, Orange and Green category industries, slaughterhouses, commercial animal rearing, stone quarrying, storage of inflammable materials, and burial or cremation grounds in residential and mixed-use areas, will continue to require prior approval," an officials said.

 

The Lieutenant Governor approved the interim arrangement to introduce a transparent, demand-based system that facilitates development while maintaining safeguards until formal planning regulations are notified.

Officials noted that Ladakh currently lacks urban development authorities required for preparing Master Plans and Zonal Development Plans. Building activities are presently regulated through the Ladakh Building Bye-laws, 2025.

 

The administration said the framework aligns with efforts to simplify procedures, promote ease of doing business and reduce delays.

 

Municipal Committees have been directed to issue detailed operational guidelines for land-use management and building permissions under the new framework, they added.

 

The interim arrangement will remain in force until Master Plans, Zonal Development Plans and other statutory regulations are formally notified, officials said. (KNS)
