Srinagar, Sep 29 (KNS): The Jammu and Kashmir Government has enhanced the District Capex ceiling by Rs 3 crore for each district for the financial year 2026-27 to meet urgent developmental requirements.

‎The information was provided by the Finance Department in a reply to a question raised by BJP MLA Pawan Kumar Gupta in the Legislative Assembly.

‎According to the reply, the additional amount has been authorised under the existing scheme code 08-5475-00-800-001-2498 United Funds for DDCs.
‎
‎The Finance Department said the additional ceiling was approved to allow districts to prepare an additional District Capex Plan for urgent development works and projects. The works are to be identified in consultation with the concerned MLAs.

‎The department said the decision was conveyed through an Office Memorandum dated July 31, 2026, following a proposal for enhancement of the District Capex ceiling.

‎On the criteria for allocation of District Capex and UT Capex funds, the government said District Capex funds are allocated by the Finance Department under a district-level capex framework, depending on the nature of the schemes and sectors.
‎
‎For sectors including minor irrigation, PWD (R&B), elementary and secondary education, youth services and sports, health, Jal Shakti and non-formulated projects, funds are allocated on the basis of geographical area and population.
‎
‎For urban development, allocation is based on the urban population and area of a district, except Srinagar and Jammu, which receive funding through their respective municipal corporations.Click Here To Follow Our WhatsApp Channel

‎The government said untied grants, DDC grants, BDC grants, PRI grants and constituency development funds are provided at uniform rates to the respective institutions.
‎
‎The reply also clarified that an Assembly constituency is not the unit of planning for District or UT Capex funds. The district remains the planning unit for District Capex, while departments formulate their plans according to sectoral priorities.

‎However, the department said Capex budgets uploaded on the BEAMS portal are tagged with the respective Assembly constituencies.
‎
‎The government also disclosed that it had received a representation from MLA Pawan Kumar Gupta seeking distribution of funds based on Panchayat-wise population, total population, number of Panchayats and other relevant criteria.
‎
‎The Finance Department said the representation was examined under the applicable guidelines, policy framework and provisions of the Panchayati Raj Act, and an Action Taken Report was subsequently furnished to the MLA.
‎
‎On whether the government plans to adopt a transparent formula based on population, area and objectively assessed needs, the department said it was taking steps to ensure equitable and balanced development across Jammu and Kashmir, with special focus on areas lagging behind in development.(KNS)
