Says three-tier Panchayati Raj system self-governance model serving people at grassroots level

Srinagar, Feb 15 (KNS): Divisional Commissioner Kashmir, Pandurang K Pole on Tuesday said that in coming days guidelines will be issued to all educational institutions against use of drugs by students in campuses.

Talking exclusively to Kashmir News Service (KNS), Pole said that a large number of students have been found involved in drugs in the college campuses and in coming days, administration will issue guidelines to every institution against the use of drugs in educational institutions, so that youth can be saved from this menace.

Meanwhile, on being asked about police verification of employees, Pole said that according to Civil services Regulation(CSR) (1960)Volume 1&2 any government employee after joining the department has to give physical fitness proof and police verification. 

“The order passed is the same as per this act and it is a normal process. Many departments were found violating the act and had hired employees without proper police verification. To ensure proper verification, the order has been passed by the administration,” he said.

About three-tier Panchayati Raj system, Pole said that all the members who have been elected for three-tier system have come from grassroots levels and majority of them do not have any political background.

“Definitely, these people can better understand the issues of common people. This system has been made by funds, finances and functionaries to serve as a self-governance model,” he said.

On being asked about COVID19 and winter challenges, Pole said that after having experiences from first and second wave of COVID, administration was able to recede the third wave successfully.

He thanked people for making Jammu and Kashmir among those states and UTs that achieved 100 percent vaccination and also urged people to follow Covid Appropriate Behaviour as infection risk has not receded yer.

Meanwhile, he also said that this year for the first time people of valley were able to experience uninterrupted power supply during snowfall, otherwise earlier the supply would get disrupted due snowfall.

“This was definitely a new development for which PDD has done a tremendous work by timely restoration of electricity during harsh cold weather,” he added. (KNS)
