Slamming speaker Legislative Assembly, Kavinder Gupta, for stating that discussion on anti-beef ban bills wouldn’t be allowed, opposition National Conference Monday said that former has no authority to stop bills seeking decriminalising bovine-slaughter in the Jammu and Kashmir.
NC also alleged that Gupta was acting more as a member of Bharatiya Janata Party (BJP) than as a speaker of the Legislative Assembly.
Talking to KNS, NC general secretary and MLA Khanyar Ali Muhammad Sagar said that Gupta has no authority to stop the bill (seeking de-criminalising of bovine- slaughter in J&K) submitted by the three NC legislators in Legislative Assembly last week.
“Kavinder Gupta, who is acting more as a member of his BJP party than a speaker of Legislative Assembly, can’t stop the bill to be discussed in the coming Legislative Assembly session. We have submitted the bill in the Assembly to seek decriminalising of bovine slaughter in the state under a democratic process,” he said.
He said that if lawmakers are not allowed to raise such issue in the Assembly, then “it (Assembly) should be closed”.
Pertinently, seeking amendments in the in section 298- A, 298- B, 298- C and 298- D of RPC criminalising bovine- slaughter in J&K, three NC legislators including A M Sagar, MLA Kangan Mian Altaf Ahmad and MLA Sonawari Muhammad Akbar Lone submitted a bill in the LA on September- 17.Click Here To Follow Our WhatsApp Channel
However, Speaker LA, Kavinder Gupta said that no bill which can vitiate the atmosphere in the state will be allowed in the LA.
MLA Kangan Mian Altaf Ahmad told KNS that Gupta should respect the sanctity of the Assembly and make statements which behove to a speaker of democratically elected Assembly. He too said that the speaker has no authority to stop the bill submitted by NC legislators. “He should respect the sanctity of the Assembly and should not issue such statements.”
Altaf said that speaker’s job was to protect the honour of the Assembly not to disrespect it.
Meanwhile, Altaf questioned the PDP’s silence over the beef- ban issue, and said that party leadership was talking in different language but was not clearing their stand on the issue.
“PDP should clear its stand on the beef-ban issue instead in speaking different languages,” he said. (KNS)
