Later, a deputation of PhD Scholars also met the Provincial President and apprised him about the situation arisen in the wake of Notification issued in 2014, depriving many of them to get recruited as Lecturers.

Describing it as detrimental to the future of entire lot of PhD candidates, Rana made a fervent appeal to Governor N N Vohra to accord one time concession, on humanitarian and compassionate grounds, so that the future of young scholars is not sealed. These scholars had not been enrolled for the PhD course in accordance with the 2009 guidelines of the University Grants Commission.
Substantiating his appeal to the Governor, Rana said that if the PDD Scholars are debarred from the process of recruitment their career, not only their career will be in jeopardy but they will never be able to get gainful employment. He said since the recruitment process has been set in motion after seven years, those applied earlier cannot be punished because of the Notification which has been issued in 2014.
He said the fact that the PSC had withdrawn the advertisement notice of 2013 in the wake of 2014 Notification and superseded it by another advertisement, but asked the candidates, who had applied for the posts of Lecturers in response to earlier advertisement, not to put up fresh applications, is candid admission of their eligibility for recruitment to the vacant posts.
“Besides, education being the state subject, the Jammu and Kashmir Government is within its rights to take a view as per conditions prevailing here as has been done by the Haryana Government”, Rana added.
He said giving retrospective effect to the Notification issued in 2014 is a grave injustice with the PhD candidates, who had applied for the advertised posts much earlier. “They cannot be held responsible and punished because the PSC failed to put recruitment process in motion timely”, he added.
The Provincial President hoped that Governor will take a compassionate view and order for the consideration of PhD scholars for recruitment to the posts of Lecturers as advertised by the PSC. (KNS)
