Srinagar, Nov 22 (KNS): What could be seen as lack of willingness in doing the work with dedication, the authorities of Rural Development Department have taken on officials several times for lack of commitment.
Sources told Kashmir News Service (KNS) that the Rural Development Director Kashmir recently issued an order that many offices have not been found maintaining bio-metric attendance system.
“This kind of attitude by some of the employees not only affects the work culture but common masses are put to suffer,” the order reads.
The Director has directed officers to install and operationalize bio-metric attendance system in those offices where such system has not been installed so far. “They shall also make the system functional where it has been installed and is not functional and submit daily attendance report to the district,” the order reads. “Officials are attending their duties late in the morning and also leaving their office early without seeking proper permission or leave from their immediate controlling offices.”
In the past, the Director issued several such orders reprimanding the officials for lack of dedication.
The government has also directed the officials concerned to ensure protection of panchayat Ghars or face the action.
The government has directed all block development offices of Rural Development Department to ensure that the field functionaries maintain their headquarters in panchayat Ghars of their respective panchayat halqas.
“Besides, the land donors who have donated the land for construction of these panchayat Ghars/CFCs and come under the purview of SRO 520 shall be responsible for watch and ward of these panchayat Ghars/CFCs,” directives issued by Rural Development Department read.
It says that project officer wage employment ACDs shall ensure that all panchayat Ghars in their respective districts are properly looked after by placing existing staff for keeping watch and ward of the RDD buildings including panchayat Ghars wherever necessary in order to protect the government property.Click Here To Follow Our WhatsApp Channel
“They are also instructed not to draw the salary/remuneration of those VLWs/MPWs/ works supervisor, junior engineers GRS, who fail to maintain the headquarter maintained,” it adds.
Attack on panchayat Ghars by unknown people has unnerved the former panchs and sarpanchs, who have been demanding an improvement in situation even if that needs delaying the polls.
Similarly, the Centre has taken on Jammu and Kashmir government over slow pace of works in Prime Minister’s Gram Sadak Yojana (PMGSY).
The state government has shown poor utilization of funds of funds under the PMGSY scheme. An official document reveals that pack of works under the scheme is below the national average.
The centre has told the state all these works are required to be awarded on priority basis.
“It is requested that the above funds may be released immediately to JKRRDA for smooth implementation of the programme as well as for further release from government of India,” it adds.
Authorities of Rural Development Department have directed PIOs to get themselves “well versed” with the RTI Act and produce the information to the RTI activists well in time.
“These instructions may be adhered in letter and spirit and non-compliance of the instructions shall be viewed seriously,” the order reads.
An official of the General Administration Department said that directives were issued as SIC has expressed “unhappiness” over deficiencies in implementation of the RTI Act in the state. (KNS)
