RTI to Health Department slapped upon the Private Industry

Srinagar, 2nd August (KNS):  It indeed m it can be shocking for common man not to speak of government employee who knows the Act but is being misrepresented by the Chief Medical Officer Baramulla and Block Medical Officers who have added trauma and agonies to the owners of Clinical & Diagnostic Centres by slapping RTI which is to be dealt at CMO Office or BMO Office levels. As we are all aware that with the UT Structure of the State, the previous Clinical Establishment Act has changed and new Clinical Establishment Registration has come into force under SRO 169/168.


If any RTI Activist has sought information under the Act from Department of Health Services Kashmir or Chief Medical Officer Baramulla, the PIOs or the Officer In-charges are supposed to provide the information to such applicant which is to sustain transparency of the system but instead the authorities seek information from clinical establishments /diagnostic centres , asking the owners to give as per the format. It is a wonder of present century that files being handed over to respective Chief Medical Officers by the Directorate after decentralization of Powers under the Registration Act, the dealing Assistants or the officers are simple acting as Post Office Bearers thereby adding mental agonies, trauma and torture to such establishment owners, says Umar Iqbal Dhar, President, Jammu and Kashmir Private Diagnostic Centres Association. What exactly the CMOs or Dealing Assistants have to do, should be understood by them before seeking the information from ground when files are already with the concerned offices and in response the owners are only being handed over the Registration Certificates. He further said that under the new Registration Act, the previous registrations have already been subjected to issuance of Provisional Registration under the new Registration Act. He appealed to the concerned Head of the Department and Chief Medical Officers in particular to kindly intervene with the interventional authority and ask the dealing assistants to abide by to the present guidelines /rules in vogue.

Umar Iqbal Dhar appeals to the clinical establishment holders of district Baramulla and Sopore in particular to be clam as the appeal is being made to Hon`ble Lt Governor UT of J&K to kindly intervene and direct the concerned not to add miseries, agonies by seeking information from private health industry owners as the files are already with the concerned Chief Medical Officers whose clerks perhaps do not exert in order to compile the said information sought by some RTI Activist.(KNS)
