Srinagar, May 17 (KNS): Jammu and Kashmir Lieutenant Governor Manoj Sinha completed his self-enumeration on Sunday and called upon all citizens of the Union Territory to fulfill their civic duty by self-enumerating their household details for the Census 2027.
The Lieutenant Governor described the exercise as "historically significant," being India's first fully digital and paperless census. It integrates advanced digital technologies, mobile-based data collection, and self-enumeration mechanisms to ensure efficiency, transparency, and real-time monitoring, an official spokesperson said.
Mr. Sinha observed that Census 2027 holds special significance for J&K given the region's urban expansion, migration trends, expanding municipal jurisdictions, and evolving developmental priorities. The census, he said, would generate reliable datasets essential for evidence-based governance and long-term planning.
The self-enumeration phase, underway from May 17 to May 31, 2026, will collect data on housing conditions, household assets, sanitation, drinking water, construction type, electricity, and internet availability.
The second phase—Population Enumeration—is scheduled for February 2027 in normal areas. For snow-bound and non-synchronous areas of J&K, it will be conducted earlier, in September 2027, with separate operational arrangements.

Officials said extensive preparatory activities have been initiated in coordination with the Office of the Registrar General and Census Commissioner, India. Over 27,000 field functionaries, including enumerators and supervisors, are being deployed across the UT. Their registration and digital integration are being undertaken through the Census Management and Monitoring System (CMMS), with QR-coded appointment letters and ID cards being generated digitally.
A multi-tier training framework has been put in place. National Trainers have trained Master Trainers, who have subsequently trained Field Trainers across districts. Enumerators and supervisors are being trained in phased batches on census concepts, mobile applications, digital data capture, and data confidentiality.
Special operational planning has been undertaken for remote, hilly, and snow-bound areas to ensure timely completion. A multi-layered digital security architecture, including end-to-end encryption and role-based access controls, has been established to safeguard data integrity.
The self-enumeration facility, described as a key citizen-centric innovation, allows households to directly submit census information digitally through a secure online portal during the notified period. (KNS)
