Srinagar, Oct 20 (KNS): Ladakh Lieutenant Governor Vinai Kumar Saxena on Tuesday notified the Ladakh Autonomous Hill Development Councils (Amendment) Regulation, 2026, paving the way for the establishment of Hill Councils in all eight districts of the Union Territory, including the newly created Sankoo district.
LG Saxena as per news agency Kashmir News Service (KNS) said the regulation came into effect on October 19, following its promulgation by President Droupadi Murmu on October 16.
According to officials, the amendment was notified within six days of the Union Cabinet approving it on October 14.
The amended regulation provides for rationalisation of constituencies in the Ladakh Autonomous Hill Development Councils (LAHDCs), replacing the earlier fixed strength of 26 seats in each council with a range of seven to 24 seats.

It also provides for the nomination of four members representing women and unrepresented communities, with the stated aim of widening participation in local governance.
LG Saxena thanked Prime Minister Narendra Modi and Union Home Minister Amit Shah for the amendment, saying it would strengthen grassroots democracy, improve local representation and promote inclusivity.
The changes are expected to provide the legal framework for extending the Hill Council system to all eight districts of Ladakh, including Sankoo, officials said. (KNS).
