Srinagar, Jul 28 (KNS): Jammu Kashmir and Ladakh All Departments clerical Staff Association (JKLADCSA) held a meeting under the chairmanship of Ali Mohammad Mir at Srinagar and the agenda was to discuss the present status of the clerical pay disparity.
The meeting as per the statement issued to KNS decided the further program against the undue delay for resolving this long pending issue and after threadbare discussion into the matter.
It was reiterated that the proposal was well as SAC MEMO for removal of clerical play disparity was completed, but unfortunately the file is still under undue circulation from one corner to another, which creates uncertainty among the whole cadre and this cruel un due delay provoking us to adopt the path of agitation again.
During the meeting the President apprised the participants that the issue was due to be addressed in the SAC meeting held on Wednesday, 25th July, 2018 as the same stood cleared by Finance Department and by the Advisor to Governor, but the release of the SAC meeting again disappointed the cadre.
The leaders present in the meeting said that the Demand of Removal of Pay Anomaly/Disparity stand already examined and recommended by two highly empowered committees via Vyas Committee of 2007 and Khanday committee 2012 but these recommendations were put in cold storage and were not implemented in favour of the clerical cadre.
However, to get this long pending demand resolved, the Association decided to start protest/strike from 16th April 2018 which stagnated whole State Administration and then the Ex. Finance Minister Syed Altaf Ahmad Bukhari, conveyed a meeting of the Government with the representatives of the Association and the meeting was also attended by Former Chief Secretary, B B Vyas, Principal Secretary Finance to Government, Naveen Chodhary and Rafiq Andrabi, Director Codes and the demand of the Pay Disparity was agreed in principal with the commitment to resolve the issue through cabinet within three weeks with outer limit of one month but the issue remained unresolved owing to collapse of the collation Government.
The Governor took up charge of the State and also issued instructions that all pending cases of Cabinet be placed into SAC council, however despite of conducting more than five SAC meetings our issue still remain unresolved due to reasons not known and is hanging between Finance Department and Cabinet Section despite of completion of all formalities.Click Here To Follow Our WhatsApp Channel
The Clerical cadre is feeling dejected and discriminated that the issue is been jacked around on or other pretext while as the matter is already approved and recommended by the Finance Department.
The Association appealed Governor to redress the long pending issue by placing and approving it in upcoming SAC council.
The Association has shown utmost patience and kept waiting for its redressal as per assurance of the Governor and Advisors, but at the same time there is uncertainty among the cadre that it is not being placed in SAC council meetings which were conducted since taking up the charge by the Governor.
At last after thread bear discussions in to the matter it was unanimously decided that If the proposal for removal of clerical play disparity will placed before the upcoming SAC meeting for its final nod, the Association will be compelled to go on Strike and in the first stance a complete strike/Mass Casual leave will be observed on 2nd August 2018 across the State and demonstrations will be held on all District headquarters.

The Senior leaders/Representatives from Jammu also put forth their viewpoint through video conference , these include Nazir Ahmad, Umar Jan, Kripal Singh, Mushtaq Ah Butt, Rainu raina, Sourab bali, Rakesh Pandita, Rakesh Kumar,Chaman Lal,Rajesh CHandal,Yashpal, Tanvi Ahamd, Mooj Raj, Ajit Singh, Prakash Singh, R Charak, Farooq Ahamd including all DP and Mohamamd Waseem, Secretary Jammu.
