Srinagar, Mar 07 (KNS): Justice Hasnain Masoodi, Chairperson SCOC accompanied by G.A Sofi, Mission Director, ICPS, Rajiv Khajuria, Member SCOC, Naseeb Bajran, DCPO Rajouri, Iqbal Shawl Chairperson CWC, Rajouri and other officials of ICPS visited border areas of Nowshera sub division to make on spot assessment of problems faced by Children due to intermittent firing on the border.
The JJ Panel interacted with local Panchayats including Langar and Bhawani and met Additional DC and Additional SP, Nowshera sub division. Panel was told that 28 villages in Nowshera sub division and 6 in Sunderbani come under border firing and in all about 40000 people in district Rajouri are affected by the firing disrupting normal life in these areas. The children who are otherwise vulnerable section of the society become more vulnerable due to border firing. The schools remain closed for weeks together depriving children of Right to Education. Most of the schools are without community bunkers and school going children have to now and then stay at home because of firing.
The Panel proposes to submit a comprehensive report to Juvenile Justice Committee and also to the High Court so that the matter is taken up on judicial side.Click Here To Follow Our WhatsApp Channel
The Panel is to recommend immediate construction of community and individual bunkers in all the affected villages and also in school premises, organise extra classes for the students of the villages during normalcy so that the time lost due to firing is compensated.
The Panel also proposed to recommend setting up of residential schools in the areas beyond firing range so that middle and high school students are shifted to the residential schools and their education is not interrupted and ask BOSE to examine setting up of a separate examination mechanism for the border areas so that syllabus covered is given weight age while setting up the question papers.
The Additional Deputy Commissioner Naushera explaining delay in construction of bunkers in the affected villages informed the Panel that it has been decided to ask the people to construct individual bunkers on their own as per the approved plan and to reimburse the expenditure incurred so that construction of bunkers picks up the desired speed. It is to be further recommended that a bore well be dug in every school so that the problem of disruption in water supply is effectively addressed. (KNS)
