Srinagar, September 1(KNS): The Jammu and Kashmir government on Tuesday ordered a major administrative reshuffle, transferring and posting 136 officers of the Jammu and Kashmir Administrative Service (JKAS) across various departments and districts.
The transfers were ordered with immediate effect by the General Administration Department (GAD) through Government Order No. 1463-JK(GAD) of 2026, dated September 1.
Among the key appointments, Shahbaz Ahmad Mirza, JKAS, Member of the J&K Special Tribunal, has been transferred and posted as Secretary, J&K Public Service Commission, against an available vacancy.
Gulzar Ahmad Dar, JKAS, Special Secretary to the Government in the Planning, Development and Monitoring Department, has been posted as Special Secretary to the Government, Cooperatives Department, after being transferred from his earlier posting as Additional District Development Commissioner, Kupwara.
Rifat Kohli, JKAS, Special Secretary in the Housing and Urban Development Department, has been appointed Chief Operating Officer, Himayat, while Rajneesh Gupta, JKAS, the incumbent COO, has been posted as Special Secretary in the Hospitality and Protocol Department.
Bhumesh Sharma, JKAS, Secretary of the J&K Advisory Board for Development of Kisans, has been transferred and posted as Secretary of the J&K Advisory Board for Development of Pahari Speaking People.
The government has also appointed Kanta Devi, JKAS, as Special Secretary in the Health and Medical Education Department, while Rajinder Singh, JKAS, has been posted as Special Secretary in the Department of Disaster Management, Relief, Rehabilitation and Reconstruction.
Sanjay Gupta, JKAS, Additional Secretary in the Mining Department, has been transferred to the Department of Forest, Ecology and Environment as Additional Secretary.
At the district level, Amarjeet Singh, JKAS, has been posted as Additional District Development Commissioner, Poonch, while Ghulam Rasool, JKAS, has been appointed Additional District Development Commissioner, Kupwara.
Gulzar Ahmad Bhat, JKAS, Administrator of Associated Hospitals, Srinagar, has been transferred and posted as Additional District Development Commissioner, Pulwama. He will be succeeded as Administrator Associated Hospitals, Srinagar, by Masarat Hashim, JKAS, who was serving as Deputy Labour Commissioner (Central), J&K.
Rifat Aftab Qureshi, JKAS, Additional District Development Commissioner, Srinagar, has been posted as Director, Command Area Development, Kashmir. The incumbent, Dr Fayaz Ahmad Banday, JKAS, has been transferred and posted as Director, Urban Local Bodies, Kashmir.
In other major changes, Anju Gupta, JKAS, Additional Transport Commissioner, J&K, has been appointed Additional Inspector General of Registration, Jammu, while Pankaj Gupta, JKAS, has been posted as Regional Director, Survey and Land Records, Doda.
Namrita Dogra, JKAS, Additional Commissioner, State Taxes (Administration and Enforcement), Jammu, has been transferred and posted as Regional Director, Survey and Land Records, Jammu.
Basharat Hussain, JKAS, Chief Executive Officer/Secretary of the J&K Khadi and Village Industries Board, has been posted as Chief Executive Officer of the Tourism Development Authority, Rajouri.
Vinod Kumar Behnal, JKAS, Additional District Development Commissioner, Kishtwar, has been appointed Executive Director, J&K Rehabilitation Council in the Social Welfare Department.
The government has also appointed Tazayun Mukhtar, JKAS, CEO of the Urban Development Agency, Kashmir, as Secretary of the J&K Sports Council, while Dhananter Singh, JKAS, Special Secretary in the Health and Medical Education Department, has been posted as Additional Commissioner, State Taxes (Administration and Enforcement), Jammu.
Dr Zahoor Ahmad Magray, JKAS, Joint Director, Industries and Commerce (Development), Kashmir, has been posted as Additional Commissioner in the office of the Divisional Commissioner, Kashmir.
Among other appointments, Ghulam Nabi Bhat, JKAS, Additional Secretary in the Agriculture Production Department, has been posted as Deputy Commissioner, State Taxes (Recovery), Kashmir.
Veedushi Kapoor, JKAS, Additional Secretary in the Civil Aviation Department, has been transferred to the Revenue Department as Additional Secretary, while Shahid Mehmood, JKAS, Additional Secretary in the Labour and Employment Department, has been posted as Programme Officer, ICDS Project, Pulwama.
Anil Salgotra, JKAS, Joint Chief Electoral Officer in the office of the Chief Electoral Officer, J&K, has been transferred and posted as Joint Director, School Education, Jammu.
Raj Mohammad, JKAS, Additional Secretary in the Industries and Commerce Department, has been appointed Director, Land Management, Srinagar Development Authority.
The order also transfers Afshan Masood, JKAS, Secretary of the J&K Advisory Board for Development of Other Backward Classes, as Joint Director, J&K Institute of Management, Public Administration and Rural Development (IMPARD).
Mohammad Aslam, JKAS, Registrar-cum-Controller of Examinations, SKIMS, Soura, Srinagar, has been posted as General Manager, DIC, Ganderbal.
Sumera Shamim, JKAS, Director, Land Management, Srinagar Development Authority, has been transferred as Joint Registrar, Cooperative Societies (Special), Kashmir, while Avleen Kour Bali, JKAS, Secretary of the J&K Advisory Board for Development of Pahari Speaking People, has been posted as Joint Registrar, Cooperatives (Special), Jammu.
Shazia Koser, JKAS, Joint Director, Handloom, Jammu, has been posted as Deputy Commissioner, State Taxes (IT, Data Analytics and Economic Intelligence), Jammu.
The order also provides for the transfer of Ashima Sher, JKAS, Joint Director, J&K Institute of Management, Public Administration and Rural Development, as Joint Director (Administration) in the Directorate of Rural Development, Jammu.
The large-scale reshuffle covers 136 JKAS officers and includes postings in the civil secretariat, districts, development authorities, revenue, education, health, taxation, cooperatives, social welfare and other departments.(KNS).
