Administrative matters in the State are glaring examples of corruption

Srinagar, Jun 07 (KNS): Commenting on gross and glaring irregularities of State Public Service Commission, Chairman of JKDLP Hashim Qureshi said that if a state institution like Public Service Commission blatantly undermines the talent and service prospects of the youth of the State by sidelining them and making room for blue eyed persons, then the people of the State will lose trust in such institutions and their functioning.
He said that the Public Service Commission is reported to have discovered new ways and means of corruption with the tact objective of showing favor to the wards of influential persons by violating the rights of genuine candidates. It is said that the vested interest in the Commission have managed forgery of signatures of members of the Commission in order to bring about change in the lists of successful candidates. When some honest person in the Commission became suspicious about the forged signature of a member of the Commission, the faked signature was sent for forensic test at the prestigious forensic laboratory. The report from the laboratory categorically sates that the signature has been forged and bears no similarity to the older ones that were produced for scrutiny. Amusingly, the Chairman of the Commission has not so far registered any FIR with the police which is an indication that there exists a nexus among the Commission members, investigating chapters and those against whom case of forgery has been famed. Appending forged signatures means the minutes of the meeting of the commission have been tampered with and it is also reported that some paragraphs and statements on pages 1 -3 have been tampered with. Obviously this tampering has happened to safeguard the interests of some blue eyed persons.
Hashim Qureshi said that why two particular officers of the Department given two extended terms after superannuation and the third term is on the anvil. Is there such a paucity of qualified and trained officers in the State that two blue-eyed superannuated officers are to be retained somehow under fresh extension? Since both of these officers are affiliated to National Conference they have been using their political connections to further their self interests. It is against the rules and even morality.
In regard to the Tourism and Hospitality department, a person has been made its Secretary who is notorious for misdeeds. We wonder why the government has placed a couple of more departments in his charge. Department of Tourism has almost come to the verge of disaster. Contracts for various works are given away for exaggerated amounts of expenditure and on purpose.
A flyover from Bikram Chowk to the Mallinson school built at a cost of 77 crore rupees was inaugurated by the Chief Minister in a gala function. Hardly a week had passed when inauguration was made that reports began to trickle that the flyover was unsmooth and hence unsafe for driving. Complains piled up and three retired chief engineers of Jammu inspected it. Hey said the flyover was unsafe, uneven and technically unsound. There was danger that the bumpy flyover could become a source of some serious accident. On further enquiry it was found that the contract for the flyover was originally given to a Mumbai construction firm which began the work on it. But soon this firm was asked to sublet the contract to a Srinagar-based company called Jhelum Construction Company. The Mumbai contractor was subjected to many pressures and he sublet it. The Jhelum Construction Co has no experience of building flyover nor has it skilled labor and technicians. Naturally the flyover that has come up is fraught with many technical flaws. It is also said that when the policy planners were discussing the construction of the flyover, there were contradictory opinions. Those who had opposed its construction argued that the 1.3 kilometer stretch over which the flyover was supposed to be built was not at all a congested stretch and did not really need the flyover. They had pleaded that the bus stand area and talab tiloo localities were the most congested and crowded areas and they needed the flyover. This plea was ignored just because some bureaucrats were interested in the Bikram Chowk flyover only because their children studying in Mallinson School wanted a quick transport system without hassles. Thus this flyover has been the victim of controversies from the very beginning.
We have reflected on some of the administrative matters in the State that are glaring examples of corruption, inefficiency, nepotism and general loot of the state exchequer. The question we ask is this: Is this all related to militancy?
