Srinagar, Jan 11 (KNS): The Jammu and Kashmir on Tuesday issued a notification for making amendments in the Jammu and Kashmir Public Servants Declaration of Assets and Other Provisions Rules, 1998, asking public servants to submit annual returns through online mode for a calendar year and provide details regarding the assets possessed by him and his family.

The notification issued by Principal Secretary to the Government, Manoj Kumar Dwivedi, copy of which lies with Kashmir News Service (KNS) states that the public servants should submit the details about the assets possessed by them or their family members, where the value of which exceeds their two months basic salary in each case.

“In exercise of the powers conferred by section 16 of the Jammu and Kashmir Public Men and Public Servants Declaration of Assets and Other Provisions Act, 1983, the Government hereby makes following amendments in the Jammu and Kashmir Public Servants Declaration of Assets and Other Provisions Rules, 1998,” reads the notification.

It reads that in Rule 3 of the Rules, sub-rule (1) shall be substituted as every Public Servant shall submit annual return through online mode for the calendar year between 1st and 31st January, of the next calendar year, in respect of all the assets possessed by him and his family members which shall include the assets in respect of movable property, the value of which exceeds his two months basic salary in each case, giving full particulars regarding cash balance, saving bank deposits, shares, cash certificates, fixed deposits, debentures, security bond,  jewellery ornaments and household items (electric and electronic items only).

Sub-rule (2), as per the notification has been omitted.

“Rule 4 of the Rules shall be substituted as restriction to acquire and transfer of movable property. Every public servant shall bring to the notice of the prescribed authority the acquisition or transfer of movable property where the value of such property exceeds his two months basic salary in each case,” it reads.
