Srinagar, June 6 (KNS): Police have registered an FIR against a contractor in north Kashmir's Baramulla district for allegedly submitting a forged Earnest Money Deposit (EMD) document during a tendering process of the Roads and Buildings (R&B) Department in Tangmarg, officials said on Saturday.
According to the FIR registered at Police Station Tangmarg, the case was filed on a complaint by Executive Engineer, R&B Division Tangmarg, Altaf Ahmad Lone, regarding the submission of an allegedly fake EMD in connection with a tender floated under NIT No. 04 of 2026 dated April 20, 2026.
The complaint stated that during scrutiny of documents submitted for the work of construction of concrete bedding and tin fencing around a Solid Waste Management site at Hardbani, Kunzer, the department found discrepancies in the EMD submitted by contractor Ali Mohammad Waza, a resident of Beerwah in Budgam district.
The R&B Department alleged that verification from the concerned bank revealed that the EMD document was forged and not genuine. It claimed the document was submitted as part of the bidding process with the intention of participating in the tender and securing an undue advantage.

The FIR states that preliminary verification established discrepancies in the EMD, giving rise to a reasonable belief that the document had been fabricated and used as genuine during the tender process.
Police have registered FIR No. 45/2026 under Sections 318(4) and 336(3) of the Bharatiya Nyaya Sanhita (BNS) at Police Station Tangmarg and initiated an investigation.
The development comes days after the Contractors Association Tangmarg alleged irregularities in the allotment of the tender and demanded action against the bidder accused of submitting a fake deposit document.
The Executive Engineer had earlier said that the bidder was disqualified after the department sought verification of the EMD from the concerned bank, which reported that the document was not genuine. The department subsequently cancelled the tender and re-issued it after completing the required formalities.
Police said further investigation into the matter is underway.(KNS).
