State sets up centralised body to streamline recruitment amid past irregularities, delays

Srinagar, Mar 13 (KNS): The Odisha government has appointed former Jammu and Kashmir Director General of Police (DGP) Rashmi Ranjan Swain as the first Chairperson of the Odisha Uniformed Services Staff Selection Commission (OUSSSC), a newly created body tasked with overseeing recruitment to the state’s uniformed services.

The commission has been set up to streamline and bring transparency to the recruitment process for various posts in the police, excise and other uniformed departments.

A native of Rourkela in Odisha and a 1991-batch AGMUT cadre IPS officer, Swain brings with him extensive experience in policing and administration.Click Here To Follow Our WhatsApp ChannelHe served as the in-charge DGP of Jammu and Kashmir in late 2023, a role that was later formally confirmed, and oversaw key security responsibilities in the Union Territory before retiring from service.

The OUSSSC was cleared by the Odisha Cabinet in November 2025 amid concerns over delays and alleged irregularities in recruitment processes, including the sub-inspector recruitment scam. The new commission is intended to replace multiple departmental recruitment boards with a single centralised mechanism aimed at ensuring merit-based, technology-driven and timely selections.(KNS)
