Srinagar, Jun 6 (KNS): A contractors' association in Jammu and Kashmir's Tangmarg has alleged irregularities in the allotment process of a public works tender, claiming that a bidder was initially considered despite allegedly submitting a fake Call Deposit Receipt (CDR), while the Roads and Buildings (R&B) department said the bidder was later disqualified after verification.

President of the Contractors Association Tangmarg, Ehsan-ul-Haq, alleged that the issue pertained to a tender floated by the Executive Engineer, R&B Division Tangmarg, under NIT No. 04 of 2026-27 dated April 20, 2026.

Addressing reporters, Haq claimed that the lowest bidder had failed to fulfil certain conditions laid down in the tender notice, including mentioning the concerned work in the treasury challan and other documents. He further alleged that the contractor had submitted a fake CDR.

According to Haq, the association repeatedly approached the department seeking action and requested that the work be allotted to a bidder who had submitted valid documents. He said the association later approached a court over the matter.

Haq alleged that verification subsequently found the CDR to be fake and demanded registration of an FIR against the contractor concerned.Click Here To Follow Our WhatsApp ChannelHe also appealed to senior officials and police authorities to initiate legal action and ensure transparency in the tendering process.

Responding to the allegations, Executive Engineer R&B Tangmarg said the tender related to a project at Hardbani, Kunzer, and four bidders had participated in the process.

The officer said one bidder, identified as M/S Ali Mohammad Waza of Guloora, initially qualified and was asked to complete the required legal and departmental formalities, including submission of the mandatory 2 per cent CDR.

The Executive Engineer said the department sought verification of the CDR from the concerned bank to ascertain its authenticity.

"The bank informed us that the submitted CDR was fake. We also received the same information online. Following this, we disqualified the bidder and cancelled the tender," the officer said.

He added that after completing departmental formalities, the tender was re-issued. (KNS).
