Srinagar, April 01 (KNS): The Peoples Democratic Party (PDP) Wednesday criticised the centres order that puts out new domicile rules in Jammu and Kashmir.
Senior party leader, Er Nazir Ahmad Yatoo in a statement issued here said that, "the central government is trying to convert the constitutional relationship between Jammu and Kashmir and the Union of India into an occupation now, the order issued by centre is totally contradictory and provides a new route for the non residents of Jammu and Kashmir to easily grab the jobs of our youth," he said .
"Centre is trying very hard to push back Jammu and Kashmir into 90's era by making our youth as well as future generations jobless, despite facing many challenges," Yatoo said.
A statement issued to KNS, Yatoo said, the order issued is totally unacceptable to the people of Jammu and Kashmir. When the majority of educated youths have lost their jobs in Kashmir due to uncertainty, it was the good time for centre to frame a new policy to provide new jobs to these unemployed youths, he said.
Yatoo said, at this time, when a world is facing threat due to coronavirus outbreak, the centre came up with a new law, without consulting the netizens of Jammu and Kashmir.
Yatoo said that such laws were neither a charity to the people of Jammu and Kashmir nor a concession.
"It is our right because Jammu and Kashmir in spite of having been an overwhelmingly Muslim majority, the state had decided to throw its lot with a secular country which is increasingly refusing to stay secular under this government," he added.

Commenting on various sections of the order, Er Nazir Ahmad Yatoo said, those who have resided for a period of 15 years in of Jammu and Kashmir or have studied for a period of seven years and appeared in Class 10/12 examination in an educational institutions located in JK would be deemed to be domicile of the Jammu and Kashmir for the purpose of appointment of any post carrying a pay scale of not more than level 4, which is sheer injustice with the people of Jammu and Kashmir, he said.Click Here To Follow Our WhatsApp Channel


Yatoo said that the order has also paved way for inclusion and declaring children of those officials who have served here in J&K for a total period of ten years.

“Why don’t centre come out in the open and say whatever laws were passed by the then ruler of the state Maharaja Hari Singh were wrong? State subject law was passed by the Maharaja in 1927 and it was incorporated in the Constitution through negotiations and carried forward. Is there anything new which the centre wants to scrap?” he asked.
The PDP leader said On March 15, Union Home Minister Amit Shah had assured members of the newly formed Party, that the government didn't have any intention to make “demographic changes” in the region and had informed the party that J&K would have a “better domicile policy than other States in the country," what happened to those promises, Yatoo questioned.

Yatoo also said that the centre has already in the past nine months done enough in Jammu and Kashmir to marginalise the majority of the population as they have done with 20 crore Muslims of the country by squeezing them out of the power structure. “They are behaving in Jammu and Kashmir as the British would do in their empire. This is a dangerous trend but it looks that the government in Delhi is trying to convert Jammu and Kashmir, especially the Valley, into an in-house punching bag and a low-cost enemy," he said.

Yatoo said centre should know more than anybody else about the laws of the state. The state subject and land laws in Jammu and Kashmir have ample room for investment by non-state subjects whether in power sector, tourism, industries or education, he said.

Yatoo said, the attempts by the central government to destabilise Jammu and Kashmir by threatening with such laws has caused anger against central government.

"If the centre is sincere in bringing back peace to the state, it should follow what Vajpayee had done during his tenure in cooperation with Mufti Mohammad Sayeed," Yatoo said. (KNS)
