Srinagar, Oct 12 (KNS) University campuses cannot be treated as spaces exempt from legal accountability, Inspector General of Police (Kashmir Zone) Sujit Kumar has said, urging vice-chancellors and administrators to balance redress of genuine student grievances through dialogue with firm action against unlawful conduct under established legal provisions.
Addressing a two-day national workshop, "Reimagining Higher Education Administration for Viksit Bharat@2047," the IGP said student demonstrations sometimes take place without grievances ever being formally brought to the notice of university authorities. He asked institutional heads to put in place effective communication channels so students can raise concerns and receive timely responses through administrative mechanisms.
The IGP said authorities must distinguish between genuine demands and activities that violate the law, engage with students constructively, address disputes at an early stage and act whenever unlawful conduct occurs.
While educational institutions have their own administrative frameworks, these do not provide immunity from the law, he said. Police intervention, he added, may be required in law-and-order situations — particularly when a formal request is made by the competent university authority — subject to applicable legal provisions and circumstances.

Referring to the Bharatiya Nyaya Sanhita (BNS), the IGP flagged provisions governing unlawful assemblies, obstruction of public servants and rioting, noting that such offences carry specific consequences, including imprisonment and fines, depending on the circumstances of each case.
He called upon university administrators to exercise sound judgement, uphold institutional discipline and ensure that students' legitimate concerns are addressed without unnecessary delay.
Dialogue, early intervention, responsible administration and respect for the law, he said, are essential to maintaining a peaceful academic environment and keeping institutions focused on teaching, learning and research.
The address underscored the need for university authorities to balance students' right to raise genuine concerns with their responsibility to maintain discipline and ensure compliance with the law. (KNS)
