Bandipora, May 5 (KNS): Rising public anger over the functioning of the District Hospital here in north Kashmir's Bandipora district has prompted demands for a major reshuffle of long-serving paramedical and administrative staff, with allegations of an ‘internal lobby system’ and overstay of personnel compromising patient care.
Speaking to news agency Kashmir News Service (KNS) locals, including civil society members and traders, alleged that the prolonged tenure of certain employees has led to “ulterior motives and vested interests” in procurements and other matters, affecting the premier institution’s functioning, they claimed.
“Is the transfer policy not applicable here?” asked Rafeeq Ahmad, a local trader, pointing to the non-implementation of routine transfer rules.
Residents alleged absenteeism, poor emergency response, and a lack of seriousness by staff, saying patients were being “taken for granted.” Some also raised concerns over night duty protocols, alleging that in certain cases nurses brought personal helpers and delegated responsibilities – a charge that, if proven, could raise ethical and safety issues.

“We want proper and timely treatment. Many staff members who have been here for years are often absent from duty,” said Insha Aziz, a local resident.
Residents have urged the Health Department to enforce transfer and attendance policies strictly, conduct surprise inspections, and ensure accountability to restore public trust in the institution.
Notably, The hospital has faced criticism in the past over staff shortages during critical hours and gaps in emergency services, but locals claimed little has changed on the ground despite repeated assurances.
When contacted, Chief Medical Officer (CMO) Bandipora, Dr Tahira told news agency Kashmir News Service (KNS), “I will look into the matter and take it up with the higher authorities for a possible reshuffle. Regarding the issue of nurses bringing personal helpers, I will call the Medical Superintendent and discuss it in detail.” (KNS)
