Minister of State for Industries and Commerce, Power, Housing and Urban Development Department, Mr Mohammad Ashraf Mir today reviewed the progress of the Restructured Accelerated Power Development Reforms Programme (II) project in Kashmir province.
The meeting was attended by Development Commissioner (Power), Chief Engineer S&O Wing Kashmir, Chief Engineer, Electric M&RE Wing, Kashmir, Chief Engineer, P&MM, J&K, SE EM&RE Circle-I/II Srinagar, Pulwama and Ganderbal, SE EM&RE Circle I/II Srinagar, Pulwama and Ganderbal, Xen Electric Maintenance I/II/III/IV, STD and II Srinagar, Vice President Projects, M/S EMC Ltd. (Implementing Agency), Deputy Manager EMC Ltd, Project Leader and Project manager.
The DCP and Chief Engineer (Nodal Officer) of the project presented introductory note about the project.
A detailed presentation was given by the Vice President, M/S EMC regarding implementation of RAPDRP-II. He informed the Minister about the status of approved vendors, status of approval of GTPs, drawings of the equipment, material, status of procurement of equipment/material, status of approval of SLDs for 33/11 KV substations, 33 and 11 KV feeders, physical status of on-ground activities and bottlenecks, if any.
The Minister was informed that the total cost of the project is Rs 889.56 crore and an amount of Rs 35 crore has been provided to the company as mobilization advance. The project has been divided into five clusters and the EMC Company has to execute cluster I & II while rest of the clusters is to be taken up by EM&RE wing Kashmir. The agreement of the project has been signed on 19 May 2014 and is to be completed by March 2016.Click Here To Follow Our WhatsApp ChannelThere has been delay in the project due to heavy floods in September 2014, the Minister was informed.
Mr Ashraf Mir showed his displeasure for slow pace of work on the project till date and directed the executing company to have proper financial planning for the project. He also remarked that dual control of the project at department level is also telling upon the progress.
The Minister was keen to see some progress on ground and desired that maximum work should be completed before the onset of winter.
The Minister categorically told that if work is not started without further delay the action under rules shall be initiated. He directed to PDD to regularly monitor the progress of the project on day to day basis strictly as per mile stone chart.
The material testing should be done as per the specified norms. Chief Engineer briefed the Minister about the procedure adopted for material testing and he was shown inspection report of power transforms along with reports.
The Chief Engineer informed that for the project 4 pilot feeders have been indentified to the company and progress in respect of ground survey is satisfactory.
The Vice President of EMC informed that material for 4 pilot feeders shall be dumped by the August 2015 and the on the erection will start without any further delay.
It was decided that next review of the project shall be taken in the 3rd week of August 2015.
Later, the Minister assured full cooperation and help to the company on ground for execution of the work.
