Srinagar, June 3 (KNS): ?Lower House Friday witnessed uproar for the second consecutive day as Opposition demanded rollback of SRO- 105 despite constitution of a House Committee by the government on the issue and putting in hold the order.
The opposition legislators of National Conference, Congress, and Independent MLAs while coming into the Well of the House shouted slogans for revocation of the order.
The opposition was joined by several BJP ministers and PDP legislators, including Altaf Bukhari.
As the opposition remained persistent on their demand, Speaker Kavindar Gupta adjourned the House for 15 minutes and when the House resumed, the opposition again came into the well and protested demanding withdrawal of the order.
Gupta announced formation of a House Committee to look into the issue and ordered it to submit its report till July 15.
“It is a serious issue. Common people will be affected,” the Speaker said.
To be chaired by NC legislator Muhammad Akbar Lone, the committee will have other members as Congress Legislative Party leader Nawang Rigzin Jora, BJP MLA Sukhnandan Kumar, PDP MLA Altaf Bukhari, PDP MLA Javaid Beig, BJP MLA Rajeev Jasrotia, NC MLA Davender Singh Rana, Independent MLA Hakim Muhammad Yaseen, and Peoples Conference MLA Bashir Ahmad Dar.
The opposition members remained in the Well for about 15 minutes. Though Minister for Commerce and Industries Chandra Prakash Ganag replied to the opposition and read Supreme Court guidelines about mining, the members were unrelenting.Click Here To Follow Our WhatsApp ChannelGanga said that outsiders cannot get the auction of mining.
“What have we to do with the guidelines? Revoke the order,” Akbar Lone shouted.
As per SRO-105, issued by Industries & Commerce Department royalty on stone quarrying has been increased and the non-state subject bidders have been allowed to participate in bidding for mineral excavation in the State.
The issue was flagged off by Independent MLA Kulgam M Y Tarigami on Wednesday, and he got the opposition together who then demanded its rollback.
“This SRO is bound to deprive livelihood of thousands of labourers associated with quarrying and construction,” Tarigami said.
“The provisions of this SRO are not in the interests of public and are bound to escalate construction costs. Further the outside big contractors will get the entry which will grossly undermine the interests of the locals,” the CPIM leader added.
Despite constitution of a House Committee by the speaker, the Opposition demanded immediate withdrawal of the order and walked out of the House as a mark of protest. They did not join the remaining proceedings of the legislature.
Jora said that the SRO be withdrawn and there was no need of a House Committee. “There is consensus in the House for revocation of the SRO,” the Congress leader said. (KNS)?
