Srinagar, Jul 09 (KNS): The Jammu Kashmir Ladakh All Departments clerical Staff Association organised a press conference today on 09th June 2018 to appeal the Governor of the State, N.N Vohra to resolve the long pending issue of the Clerical Disparity/Anomaly by placing the proposal before the upcoming SAC council so that the Clerical Cadre will not be compelled to approach the path of Protests/Strike again.
The leaders present in the meeting said that the Demand of Removal of Pay Anomaly/Disparity stand already examined and recommended by two highly empowered committees via Vyas Committee of 2007 and Khanday committee 2012 but these recommendations were put in cold storage and were not implemented in favour of the clerical cadre.
However, to get this long pending demand resolved, the Association decided to start protest/strike from 16th April 2018 which stagnated whole State Administration and The Ex. Finance Minister Syed Altaf Ahmad Bukhari, conveyed a meeting of the Government with the Representatives of the Association and the Meeting was also attended by Former Chief Secretary, B B Vyas, Principal Secretary Finance to Government, Naveen Chodhary and Rafiq Andrabi, Director Codes.
In the meeting, the Government accepted that the demand of the Pay Disparity is genuine and agreed it in principal with the commitment to resolve the issue through cabinet within three weeks with outer limit of one month but the issue remained unresolved owing to collapse of the Government.Click Here To Follow Our WhatsApp ChannelThe clerical after the commitment of the Government decided to defer the strike for one month.
Accordingly, the Finance Department completed the framework in the month and the proposal was finally sent for placement before the cabinet which was to be scheduled on 23 of June 2018 but unfortunately the Government collapses and Issue remained unresolved.
The Governor after assuming the Charge of the Head of the State issued clear cut directions to all Administrative Secretaries to put all pending proposals before the SAC Council but two SAC meetings have been conveyed till date but the proposal of Pay Disparity has not been placed before the SAC council.
The Association led by President Ali Mohamnad Mir and General Secretary Jeelani Naik now appeals the Governor N N Vohra to relive the clerical cadre this long discrimination and approve the proposal in the coming SAC council meet.
The Clerical cadre believe in sound work culture and did not want to hamper the official machinery by starting strike/protest programme again. (KNS)
