Let’s find out if the demand is genuine, justified: G H Mir
Srinagar, Dec 11 (KNS): Days after differences occurred within collation partners PDP and BJP in the Cabinet Meet over the proposal of restructuring of Kashmir Police Service (KPS) officers, Opposition parties today said there is a need to do homework and find out if the demand is justified and genuine.
Talking to KNS, former minister and president Democratic Party Nationalist (DNP) said instead of politicising the issue, there is a need to find out if the demand is justified and genuine.
“I think there is a need to end the stagnation in the police services first in the same way it was done in the KAS cadre. When a KAS officer can reach upto the level of commissioner/ secretary, why there is no scope for KPS officer beyond the rank of SSP. There should be promotional aspect for them further chances of promotion,” Mir told KNS over phone.
Pradesh Congress Committee president G A Mir said, this has not happened for the first between BJP and PDP. “The KPS officers as per the seniority have reached to the higher levels according to the precedence that was being followed. Actually the issue is that BJP and PDP are not on the same page on various issues,” he said.
The Congress chief said whatever happened during the Cabinet Meeting has made it very clear that Mehbooba Mufti might have the larger stakes, but she doesn’t have the full support from New Delhi the Party had during its 2002 to 2005 tenure.Click Here To Follow Our WhatsApp Channel
“That Time Mufti Sahab had full support from Delhi and this time they don’t have. It was only because of Delhi’s support that Mufti Syed as a chief minister during his first stint could take some bold steps,” Mir told KNS.
He said that without Delhi’s support Mehbooba can’t move a single step ahead.
BP leader and Deputy Chief Minister Nirmal Singh has, however, justified his party’s opposition to police service restructuring saying they had sought for a deferral so that it can be studied very well as the matter pertained to police.
It may be noted that the issue of restructuring police service prompted Chief Minister Mehbooba Mufti to leave the Cabinet meeting midway.
Interestingly, the PDP which has entered into an alliance with BJP has part of its agenda to reducing the number of union services officers in the state administration.
J&K’s IPS strength is said to be is 147, fifty percent of which is filled by direct quota while the remaining are filled through induction (promotions).
J&K is the only state in India which has 50-50 basis of IPS induction quota, while in the rest of the Indian states, 70 percent induction comes through open merit, while 30 percent from state quota.
“The 50:50 ratio is enshrined by Article 370 giving special status to the state,” said a police officer. (KNS)
