Jammu, Feb 02 (KNS) ; In a firm reaffirmation of his commitment to educational development and regional equity, MLA Aga Syed Muntazir Mehdi is set to raise the issue of establishing a National Law University (NLU) in Budgam on the floor of the Jammu and Kashmir Legislative Assembly.
The move comes in response to recent administrative remarks indicating that the proposal for an NLU is still under consideration, with no final decision yet taken.
Reacting to this, the MLA asserted that Budgam is not merely a contender but was formally assured the NLU on the floor of the Legislative Assembly—an assurance given by the then Chief Minister. He emphasized that a promise made in the House carries institutional sanctity and that any deviation would undermine the authority and credibility of the Assembly itself.
The MLA recalled that the assurance was clear, deliberate, and publicly recorded, and therefore must be honored in both letter and spirit.
Describing the NLU as a transformative institution rather than a mere infrastructure project, he highlighted that Ompura in Budgam had been explicitly identified as the designated site. He noted that Budgam is ideally positioned due to its central location in Kashmir, ease of access for students from all districts, and its longstanding legitimate demand for higher educational institutions.
Establishing the NLU in Budgam, he stressed, would serve the youth of central Kashmir, many of whom aspire to quality legal education but face geographical, financial, and institutional barriers.

“The establishment of a National Law University in Budgam would be a decisive step toward balanced regional development, academic empowerment, and strengthening the legal ecosystem of Jammu and Kashmir,” the MLA stated. He added that such an institution would not only nurture future lawyers, judges, and policymakers but would also restore public faith in governance by upholding assurances made on the floor of the Assembly.
Aga Syed Muntazir Mehdi further underlined that choosing Budgam would symbolize fairness, inclusivity, and respect for democratic commitments—particularly for regions that have remained underserved despite their potential. He reiterated that promises made by the Chief Minister inside the Assembly must translate into action, especially concerning education, youth empowerment, and institutional integrity.
The MLA confirmed he will formally raise the matter in the House, urging the government to approve Ompura, Budgam, as the NLU site in accordance with the original commitment. He expressed hope that the leadership would recognize the gravity of the issue and act in a manner remembered as statesmanship, fairness, and respect for the Assembly itself.
The demand for an NLU in Budgam, he noted, is not merely an administrative request but the collective aspiration of an entire constituency—seeking opportunity, dignity, and a rightful stake in the region’s educational future. (KNS)
