Baramulla, July 08(KNS): With an am to take the appraisal of various revenue matters in the wake of current circumstances that arised due to COVID-19 lockdown, Financial Commissioner Revenue Dr Pawan Kotwal accompanied by various concerned officers today paid visit to Baramulla where he chaired a meeting at Dak Bunhalow to discuss various issues and matters pertaining to revenue department. The meeting also discussed the progress of digitization of land records in the district that is being carried out under Digital India Land Records Modernization programme (DLRMP).

The meeting took a comprehensive review of various revenue matters which includes updation work of jamabandis, scanning and uploading of revenue papers and other issues of vital significance wherein the Deputy Commissioner Baramulla Dr G N Itoo briefed the chair about the progress made in such matters.

Reiterating the commitment of administration of streamlining revenue records, Financial Commissioner said that several initiatives are being taken for the purpose adding that redressing public grievances and issues concerning revenue matters, has been the top most priority of the present dispensation. He highlighted the role of revenue officers/officals in the overall functioning of administration and said that revenue functionaries had a pivotal role in delivering public services. He further emphasized upon the concerned functionaries to accelerate the pace of digitization process to realize the objectives of modernising management of land records. Moreover, he directed for prioritizing the work of Jamabandi strictly in conformity with the standing instructions and said that updated Jamabandis are the pre-requisite for the implementation of the land records digitization project.

Meanwhile, Dr Kotwal directed to identify the State and Kahcharai land in their respective jurisdictions so that the process of its eviction is initiated. He also directed to expunge all the illegal entries from the land records so that the same is rectified for the convenience of general public.

It was informed that government has hired the services of private firm RAM TECH Software India and assigned the job of scanning, computerization of various old revenue records besides settlement operations to the Agency.

Various issues and demands were also appraised by the concerned Tehsildars who put forth their demands with regard to the smooth functioning of the department during which they were assured that their demands and grievances shall be redressed on priority.

Earlier, the representatives of Fruit Mundi Sopore called on the Financial Commissioner and appraised him about their issues and demands. They demanded the continuation of government sponsored Market Invention Scheme (MIS) for better remunerative price of horticultural produce. They also demanded special relief package or waiving of KCC loans of farmers who suffered adversely due to current circumstances like shutdown, lockdown etc. Other demands extended by the representatives includes restoration of Kanispora Fruit Mundi, making Fruit Mundi Sopore fully accessible, providing direct benefit of various subsidy schemes to the farmers etc.

The FC had a patient hearing of the issues and demands and assured them that all their demands and grievances shall be redressed. He said that the farmers’ welfare has been one of their priority areas and added that several initiatives are being taken in this regard.

Later, the FC accompanied by DC and other concerned functionaries inspects Tehsil Office Baramulla where he took the first hand appraisal of the digitisation process besides other functioning of the office. He took a brief account of the process and directed to ensure that the process is completed within the stipulated timeframe.(KNS)
