Kupwara, June 13 (KNS): in absence of a ‘Boundary Wall’ around Sub District Hospital Kupwara has made it prone to encroachment, while thefts of some basic amenities taking place in its peripheries.

According to reports A project for construction of a boundary wall around the hospital was sanctioned by the government years ago, but the same could not be constructed properly or completely due to one reason or the other, Sources said.

They added that due to absence of a boundary wall, which acts as a protective covering around any institution, a free-for-all situation is prevailing in the hospital. "People come in and move outside the hospital from more than half dozen temporary pathways as there is no boundary wall to restrict them and they move from whichever direction they like,” sources added.

District Health Officer / District Nodal officer for COVID-19, Dr Abdul Gani Dar Wrote on Social Media platform that, I during my short period of 3 months as I/C CMO Kupwara has tried to curb wrong goings in the system prevailing there, increase the revenue generation from 6.5 lacs to about 16 lacs /month with still a potential to reach around 20 lacs/month, reduced the monthly expenditures from 8.5 lacs to 4 lacs/month, ensured that all doctors/paramedics on duty report for their duties in various rosters and in their respective sections and especially in casualty and night duty rosters when same were replaced by students. The dress code was implemented and was visible by seeing senior nurses wearing half sleeved white aprons with red red collar administering I/V fluids, drugs to patients in different wards even during my surprise visits at 11.30 pm during winter nights as well, he said.

While Talking to our Special Correspondent Wasim Majnoon Mir, Dr Gani Said that, It is very unfortunate that the people here don't even have a sense to judge what belongs to them while being living in the vicinity of govt buildings especially near govt hospitals. There is a common trend to enter the hospital premises by creating breaches/ trespasses in the boundary walling and resort to manage all household and requisite works within premises, leaving a good chunk of waste material behind to be cleared by the hospital authorities. The people are even bringing dust bins to drop these in the hospital premises.

This disease is more prevalent at SDH Kupwara where the encroachments and breaches in the boundary walls have been made at minimum 10 points. The people have been crossing the premises even during covid 19 when about 150 active patients were admitted in the hospital thereby violating all protocols which demanded a punitive action. The hospital premises are in a great mess as people roam from all trespass points, the cleanliness and sanitation gets jeopardized and the entry in hospital premises is not checked.

"Furthermore, it is shocking that the number of blankets/ linen has been reduced to half during the covid period and rest is missing. Glucometers, Pulse oximeters are also reportedly missing. Who has stolen this all,covid patients,staff on duty or the people freely roaming in the premises through these breach points which needs to be investigated." If there are sensible citizens, civil society members, the representatives of doctors/paramedical associations existing and that too as sons of soil of Kupwara,they should have come forward to safeguard the land belonging to this public hospital and maintained the sanctity of this hospital for sole motive of patient care, Dr Gani said.

Dr Gani further Said, "my humble submission is just to bring the wrong doings going due to appeasement policies, the encroachment of hospital land and breaches in boundary walls, the trafficking of hospital belongings, the skipping of legitimate duties," "the issues of misuse of hospital funds and corruption should be shown the exit door and done away with if wisdom prevails in the representatives and civil society members so that patients interests and upliftment of health care delivery is upheld for the people of this far flung district," when they have to travel 100 kms from main town and more than 150 kilometres from hilly hamlets to reach a tertiary care hospital.

So it is responsibility of every one to safeguard the interests of patient care by working to eradicate all such impedances DAK Kupwara, Other association heads,Civil society Kupwara, Senior Citizens, the District Administration and above all all the doctors and staff have a great role to play to achieve the goal of improving the patient care as this hospital has the great potential for same. My mind today got anguished , agitated and pained on hearing that huge construction material has been dropped by the locals behind the New hospital building and operating construction from premises of the hospital.There is no fire gap left by locals and some structures have been raised at the boundary walls of the hospital. BMO has to secure the hospital premises as he acts custodian of the institution.Those raising hew and cry for unavailability of services, persons from media shall raise all these illegal acts for redressal. May Allah bless us to do good acts rather than choosing wrong. Let us all be committed to serve ailing and needy. Dr Gani said.
Some locals, including Mohammad Majnoon Mir a social activist and Showkat Masoodi a Civil Society Convenor, termed absence of the boundary wall around Kupwara hospital as a cause of concern and underlined the need to construct a wall at an earliest to ensure privacy and security of hospital.
