'Murky' deals in Sopore Sub district hospital, as 'unregistered' agency gets sanitation contract

Baramulla, Dec 06 (KNS): In what could be a shoker to medical establishment in North Kashmir,  an ” unregistered ” company has been supplying sanitation material to the Sub district hospital Sopore minting lakhs of rupees without any check and scrutiny.  The KNS has accessed an RTI information sought by an RTI activist Siraj Ud Din Salam ,in which the murky deals of Sopore hospital have been unearthed by the department itself. The Information reveals that the sanitation has been outsourced to M/S Sigma, which according to the activist was unregistered at the time of filing the RTI application.
"Why the outsource sanitation has been given to Sigma Solutions which is an unregistered firm and having only Jammu and Kashmir shops and establishment Act registration Certificate dated 12_06_2017 ( RTI submission date 12_05_2017) which is only for selling building material at Tangmarg and having only three employees .So how is he eligible for hospital sanitation, laundry , housekeeping etc. and why have the all basic eligibilities of the contract as you advertisement , such as Registration of labour department, Registration of ESI &EPF, 8OG Registration, and Pan Number of Firm and income tax Clearence. Etc.” reads the query of the activist after obtaining information. The same copy has been sent to Director Viglance requesting him to initiate a probe.
According to the RTI information, the hospital area is 55175 sq.feet ,and the rate for per sq.feet is 0.60 which means monthly payments for Sigma solutions should have been Rs.33105. The amount transferred to the agency is more than that.”
Another shocking revelation that has come to fore is that the three agencies who have contested for obtaining the sanitation outsourcing bid are reportedly close relatives to each other and also to a former Block Medical Officer. Two of the three have given affidavits in favour of Sigma who reportedly is their close relative thus making the whole process ‘suspicious’.
"The Information given by BMO Sopore Dr.Mohd Sami, there are two affidavits vide NO.BG869805 dated Nil given by Syed Mushtaq owner of M/S Syed Mushtaq and other affidavit vide Number BG869806 dated Nil given by Syed Badru owner of M/S Global Scientific Enterprises Srinagar regarding the sanitation in favour of Syed Muzamil Owner of M/S Sigma Solutions,because all these unregistered firms are close relatives of Dr.Syed Masood (Ex BMO Sopore, at present posted as Medical Superintendent District Hospital Baramulla), reads another query of the activist.
The RTI activist while talking to KNS alleged that crores of ruppes have been swindled from hospital’s HDF accounts and said he has sent a written request  to Director Viglance for initiating an enquiry. (KNS)
