PDP to Bring Anti-Land Eviction Bill to Protect People’s Rights: Mehbooba Mufti

Srinagar, Oct 2025 (KNS): PDP President and former Chief Minister Mehbooba Mufti on Wednesday announced that her party will introduce The Jammu and Kashmir Land Rights and Regularisation Bill, 2025 also known as the Anti-Bulldozer Bill in the upcoming session of the J&K Legislative Assembly.

The proposed law aims to grant ownership rights to individuals, families, and institutions that have been in continuous possession of land for more than 30 years. It seeks to prevent arbitrary evictions and provide long-term social and economic stability to residents across the Union Territory.

Highlighting the ongoing land and lease crisis in Gulmarg and other parts of Kashmir, Mehbooba Mufti said the Land Grant Rules, 2022 have ended the renewal of old leases, leaving dozens of hotels at risk of eviction or government takeover through auctions.

“Nearly 60 hotels in Gulmarg, including heritage properties like Nedous and Highlands Park, have received takeover notices from the Gulmarg Development Authority.Click Here To Follow Our WhatsApp ChannelThose who have invested heavily are now facing financial distress and uncertainty,” she said as per KNS.

Mufti added that the absence of a clear government policy on lease renewal and land regularisation has hurt tourism, local employment, and investor confidence in Kashmir’s hospitality sector.

“Despite repeated assurances from the Chief Minister, no concrete legal step has been taken to protect people’s land rights,” she remarked.

PDP leader confirmed that party legislators have already submitted the Bill for discussion in the upcoming Assembly session, reaffirming the party’s commitment to safeguarding the land rights of the people of Jammu and Kashmir.(KNS)
