Srinagar, Sep 30 (KNS) : Jammu and Kashmir has utilised only about 28 per cent of the funds released against its district-wise allocations, with government data showing that ?2,984 crore has been spent against ?10,642 crore released under the allocations listed by the Finance Department.

‎The figures, tabled in the Legislative Assembly in response to a question by Gulmarg MLA Pirzada Farooq Ahmad Shah, show that the total allocation across the districts and other listed establishments stood at ?16,926.95 crore, of which ?10,641.80 crore had been released and ?2,984.32 crore utilised so far.

‎In other words, nearly ?7,657 crore of the released funds remained unspent at the time of the government's response.
‎
‎The district-wise figures show wide variation between Jammu and Kashmir.
‎
‎Among the districts, Jammu has the highest allocation at ?3,118.02 crore, followed by Srinagar at ?2,052.74 crore, Rajouri at ?668.39 crore, Poonch at ?542.33 crore and Kathua at ?569.91 crore.

‎In Jammu district, ?1,986.22 crore had been released, while expenditure stood at ?527.95 crore around 26.6 per cent of the released amount.

‎Rajouri had ?451.52 crore released and spent ?138.14 crore, while Poonch utilised ?59.72 crore against ?311.44 crore released.
‎
‎Reasi, meanwhile, had ?225.74 crore released against an allocation of ?338.03 crore and had spent ?67.14 crore.
‎
‎In Kashmir, Anantnag has an allocation of ?887.26 crore, of which ?529.79 crore was released and ?198.55 crore utilised.

‎Budgam had an allocation of ?413.99 crore, with ?258.03 crore released and ?Click Here To Follow Our WhatsApp Channel67.77 crore spent.

‎Bandipora had ?308.67 crore allocated, ?178.33 crore released and ?83.85 crore utilised, translating into utilisation of nearly 47 per cent of the released amount.

‎Baramulla had ?744.19 crore allocated, ?437.55 crore released and ?96.60 crore spent.
‎
‎Srinagar, despite having one of the largest allocations at ?2,052.74 crore, had ?1,132.02 crore released and ?321.17 crore utilised.

‎Pulwama had ?592.82 crore allocated and ?336.20 crore released, against expenditure of ?86.04 crore.
‎
‎Kupwara had ?471.66 crore allocated, while ?298.89 crore had been released.
‎
‎The Finance Department has separately listed a ?202.06-crore UT Capex allocation for Youth Services and Sports under the Physical Education scheme for 2026-27.
‎
‎The district-wise allocation ranges from ?14.06 crore for Jammu to ?15.04 crore for Ganderbal, ?20.75 crore for Srinagar and ?16.71 crore for Rajouri, while several districts have allocations below ?10 crore.
‎
‎The overall figures point to a substantial gap between budgetary allocation, release of funds and actual expenditure.
‎
‎While the government had released almost 63 per cent of the total allocation, actual expenditure was only around 17.6 per cent of the total allocation and 28 per cent of the funds released.

‎The data does not, however, specify in the document the reasons for the district-wise variations in expenditure or whether the unspent amounts are tied to ongoing projects, delayed execution, tendering or other administrative processes.(KNS)
