Srinagar, Sep 12 (KNS) Ahead of the Assembly Session, the Jammu and Kashmir administration has issued a strict circular regulating the entry and parking of vehicles in and around the Civil Secretariat here, barring all private vehicles of employees and security personnel from the premises.
According to Circular No.19-JK(GAD) of 2026 issued by the General Administration Department (GAD), the guidelines are aimed at regulating the movement of vehicles during the upcoming Session of the Legislative Assembly of the Union territory.
As per the order, vehicles of the Chief Minister, Deputy Chief Minister, Ministers, Advisor to the CM, Speaker and Legislators shall be parked only at designated parking spaces in the Assembly Complex, Srinagar.
In a significant security restriction, the circular states that no private vehicle belonging to any employee of the Civil Secretariat or the Legislative Assembly, including police personnel (Security), shall be allowed inside the Secretariat premises.

However, authorized vehicles of accredited media persons will be allowed entry after requisite security checks.
To decongest the area, all escort vehicles have been directed to be parked at the parking space available in the Kashmir Haat (Exhibition Complex).
The GAD has enjoined upon all officers and officials working in the Civil Secretariat to extend support and cooperation to the Senior Superintendent of Police (Security), Civil Secretariat, Srinagar, in regulating the movement and parking of vehicles for the Assembly session.
Further, all Administrative Secretaries have been asked to bring these instructions to the notice of all employees working in their respective departments for strict compliance. (KNS)
