Srinagar, August 22(KNS): The Jammu and Kashmir administration has terminated the services of two government employees on charges related to activities deemed prejudicial to the security of the state. The dismissals were carried out under Article 311(2)(c) of the Constitution of India, which allows the government to bypass a formal inquiry in the interest of national security.
According to official orders issued by the General Administration Department (GAD), Lieutenant Governor Manoj Sinha approved the dismissal of Siyad Ahmad Khan, Assistant Stockman in the Sheep Husbandry Department, and Khurshid Ahmad Rather, a Teacher in the School Education Department.
In Government Order No. 1131-JK(GAD) of 2025, dated August 22, 2025, the government stated that Siyad Ahmad Khan, son of Mohd Afzal Khan and a resident of Keran, District Kupwara, was dismissed with immediate effect.Click Here To Follow Our WhatsApp ChannelThe order mentioned that the Lieutenant Governor, after reviewing the facts and available information, was satisfied that the conduct of Siyad Ahmad Khan warranted dismissal. It was further noted that holding a formal inquiry was not considered expedient due to security concerns.
In a similar action, Government Order No. 1132-JK(GAD) of 2025, also dated August 22, 2025, addressed the termination of Khurshid Ahmad Rather, son of Mohd Yousaf Rather and a resident of Nawa Gabra, Karnah, Kupwara. Khurshid, who was serving as a teacher in the School Education Department, was also dismissed with immediate effect.
The order cited identical constitutional provisions, and stated that an inquiry was dispensed with in the interest of the state’s security.(KNS).
