Srinagar, Sep 27 (KNS) The Jammu and Kashmir Legislative Assembly will take up an extensive legislative agenda on Monday, with the government set to introduce the Jammu and Kashmir Ease of Doing Business Bill, 2026, along with 33 Private Members' Bills covering a wide range of issues including unemployment, land rights, tobacco prohibition and reservation.

 

According to official list of business accessed news agency Kashmir News Service (KNS) Chief Minister Omar Abdullah, who also holds the Law, Justice and Parliamentary Affairs portfolio, will introduce the Bill that seeks to "consolidate and amend the law to replace permission-based control with rule-based governance and to enable citizens and enterprises to plan, invest, and work with confidence."

 

The Jammu and Kashmir Ease of Doing Business Bill, 2026 (L.A. Bill No. 11 of 2026), already published in an extraordinary issue of the Official Gazette, aims to promote ease of doing business and ease of living, generate employment, attract investment and sustain long-term economic growth in the Union Territory.

 

The proposed legislation envisages a major overhaul of the regulatory framework, introducing guiding principles such as "Permission by Exception," "One State Principle," "Proportionality and Risk-based Regulation" and "Presumption of Grant on Lapse of Time."

 

It provides for a three-year moratorium on inspections for new enterprises, deemed approvals, a negative list of prohibited activities and an auto-appeal system. The Bill also proposes reservation of vacancies for domicile candidates in enterprises employing more than ten persons and empowers the Executive Committee to ease restrictions on private schools, higher education institutions and development control norms.

 

Five members will call attention to matters of urgent public importance during the sitting.

 

Nazir Ahmad Khan (Gurezi) will raise with the Deputy Chief Minister (Minister Incharge Public Works) the delay in starting construction work of the Jawdara Barni Road.

 

Shagun Parihar will flag the issue of drinking water scarcity in Kishtwar town and the Tunder area of Dachan with the Minister Incharge Jal Shakti.

 

Pirzada Farooq Ahmad Shah will draw the attention of the Chief Minister (Minister Incharge Revenue) to the severe hailstorm during the intervening night of September 11 and 12, 2026, which affected several villages of the Gulmarg Constituency, causing extensive damage to apple orchards, maize, paddy and other standing crops.Click Here To Follow Our WhatsApp Channel

 

Dr. Sajad Shafi will raise the issue of alleged administrative delays, arbitrary non-processing and wrongful rejection of ST-11 certificates to eligible applicants under the Pahari Ethnic Group Category in Uri Constituency.

 

Dr. Devinder Kumar Manyal will call the attention of the Minister Incharge Agriculture Production to the severe outbreak of Lumpy Skin Disease (LSD) among cattle in Ramgarh Constituency in District Samba, causing cattle deaths and economic losses to dairy farmers.

 

The House will also take up discussion on a Resolution moved by the Chief Minister on September 25, 2026.

 

A total of 33 Private Members' Bills are listed for introduction. Prominent among them are bills to prohibit online gaming and fantasy leagues (Sheikh Khursheed Ahmad), provide a one-time waiver of outstanding electricity dues for AAY, PHH and BPL consumers (Aga Syed Muntazir Mehdi), recognize the right to shelter and provide five marlas of land to every eligible landless household (Iftkar Ahmed), provide reservation of district cadre posts for permanent residents (Shabir Ahmad Kullay), provide regular appointments to daily-rated and other long-term temporary employees (Pawan Kumar Gupta and Ranbir Singh Pathania), and establish the Gurez Development Authority (Nazir Ahmad Khan Gurezi).

 

Other significant bills include a framework for the protection and advancement of women's health and reproductive rights (Waheed Ur Rehman Para), a bill to prohibit the sale and consumption of tobacco products (Sheikh Khursheed Ahmad), a bill for the prevention of substance abuse (Mubarik Gul), and a bill to provide statutory protection and fair wages for daily-rated and other temporary employees (Ranbir Singh Pathania).

 

Two Private Members' Bills are listed for consideration and passing — a bill to restore the Jammu and Kashmir Land Grants Act, 1960, to its original form (Tanvir Sadiq), and a bill to establish a University campus at Banihal in District Ramban (Sajad Shaheen). (KNS)
