Srinagar, Sep 25 (KNS) The Jammu and Kashmir Legislative Assembly is set to take up a heavy legislative agenda on Friday, with members raising matters of urgent public importance through Call Attention notices and moving several Private Members' Resolutions, according to the day's List of Business issued by the Assembly Secretariat.
Qaysar Jamshaid Lone will call the attention of the Minister Incharge Health and Medical Education towards the prolonged delay in completion of the Primary Health Center Building at Divar Lolab, which has created a public outcry.
Muzaffar Iqbal Khan will call the attention of the Chief Minister, who holds the Disaster Management, Relief, Rehabilitation and Reconstruction portfolio, to the damage caused by heavy rains, flash floods and landslides in District Rajouri, particularly in Thanamandi Constituency, including various areas of District Poonch.
Mir Saifullah will raise the acute scarcity of drinking water in majority of the villages of Trehgam Constituency, which has caused considerable hardships to the local population due to inadequate functioning of the Jal Shakti (Public Health Engineering Department).
Nizam-Ud-Din Bhat will call the attention of the Chief Minister (Minister Incharge Revenue) to the catastrophic hailstorms in Bonakot Block of Bandipora on the evening of Wednesday, September 6, 2026, which caused extensive damage to crops, paddy, vegetables and orchards, depriving the farmer community of years of sustenance, and will seek details of steps taken by the administration in extending adequate support.
Dr Bashir Ahmad (Veeri) will also call attention to the Revenue Minister regarding recent hailstorms during the intervening night of September 18 and 19, 2026, in various areas of Adlash, Trail, Dirhama, Hanumanpora of Tehsil Srigufwara and Loktipora, Hafizabad, Arwani, Moman-Dangipora, Balyar-Marhama, Naina (GB-Khalil) and surroundings in Bijbehera Tehsil, noting these areas witnessed 90-95 per cent damage to standing paddy crops and substantial damage to orchards.
MLA Yudhvir Sethi will move a resolution that the House resolves that the Government shall formulate a comprehensive Master Plan, in a time-bound manner, for creation of adequate parking facilities in Jammu East Constituency with special focus on congested markets, commercial areas, major junctions and residential localities.
MLA Pawan Kumar Gupta will move a resolution urging the Government to frame and notify, within a fixed timeframe, a comprehensive and uniform policy for regularisation of all Daily Rated, Casual, NYC, Mid-Day Meal and similarly placed workers working in all Departments and agencies of the Government.
MLA Salman Sagar will move a resolution that the Phaak area and Rural Block Harwan be denotified from the Srinagar Master Plan, thereby limiting the jurisdiction of Lake Conservation and Management Authority (LCMA) in the area, and to regulate the predominantly rural area under applicable Panchayati Raj and rural development laws, and to withdraw unnecessary urban planning restrictions causing hardship to residents.
Qaysar Jamshaid Lone will move a resolution that construction works of the Lolab-Bandipora Tunnel and road be expedited.
MLA Irfan Hafiz Lone will move a resolution that the House unanimously resolves to impress upon the Government to provide five (5) marlas land for homeless families in the Union Territory from available State land as a welfare measure and come up with a policy on this without delay.
MLA Mir Saifullah will move a resolution urging upon the Government to formulate a comprehensive policy for Jammu and Kashmir with measurable annual targets for creation of jobs and livelihood, particularly for educated and unemployed youth, and to accelerate recruitment to vacant posts in Government departments and public sector institutions through a transparent, time-bound and merit-based recruitment process.
MLA Nizam-Ud-Din Bhat will move a resolution that the House unanimously resolves to declare year 2027-2028 for J&K UT as year for retrieval of water resources through restoration of water channels, lost Kuls, shrunk water bodies and encroached wetlands, as primary requirement to SAVE ENVIRONMENT.Click Here To Follow Our WhatsApp Channel
Amendments Listed
A list of amendments to the Private Members' Resolutions, listed in the List of Business on September 25, 2026, has been annexed.
On the resolution appearing at Item No. 3(i) regarding parking facilities, MLA Irshad Rasool Kar will move that the words "and Sopore town" be inserted between the words "Constituency" and "with special focus." Pirzada Farooq Ahmad Shah will move that the words "after scientific and long term strategy" be inserted between the words "Master Plan" and "in a time" and the words "Jammu East Constituency" be substituted by the words "in most congested areas of Jammu and Kashmir."
On the resolution at Item No. 3(ii) regarding regularisation of workers, MLA Nizam-Ud-Din Bhat will move that the full stop at the end of the Resolution be deleted and thereafter the words and punctuation mark "over and above such cases who are already in consideration of the government through a Cabinet sub-committee framed therefor" be added. Balwant Singh Mankotia will move that the words "daily wagers" be inserted between the words "daily rated" and "casual." Pirzada Farooq Ahmad Shah will move that the word "uniform" be substituted by the words "legally enforceable."
On the resolution at Item No. 3(iii) regarding denotification from the Srinagar Master Plan, MLA Mubarik Gul will move that the words "Phaak area and Rural Block of Harwan" appearing in the Resolution shall be substituted by the words "Phaak area, Rural Block Harwan and Rural areas of Eidgah Constituency viz; takan, Takanwari, Bakshipora, Kreshibal, Badiyader etc."
On the resolution at Item No. 3(iv) regarding the Lolab-Bandipora Tunnel, MLA Nizam-Ud-Din Bhat will move that the full stop appearing at the end of the Resolution be deleted and thereafter the words "for its completion to throw it open for public by the end of 2027 as one of the pending connectivity of importance" be added.
On the resolution at Item No. 3(v) regarding land for the homeless, MLA Irfan Hafiz Lone, the mover of the Resolution, will move that the words "homeless families in Union territory" be substituted by the words "landless, economically poor and homeless families to original resident of J&K, born and living in J&K." Mr Mir Saifullah will move that the full stop appearing at the end of the Resolution be deleted and thereafter the words "and wherever the State land is not available the Khachari land be allotted to homeless and landless people of the concerned area" be added. MLA Nizam-Ud-Din Bhat will move that the word "homeless" be substituted by the words "landless/homeless" and the words "born and living" be inserted between the words "families" and "in." Pirzada Farooq Ahmad Shah will move that the words "five (5) Malras Land for homeless families in the Union Territory from available State land" be substituted by the words "five (5) Malras State Land to eligible landless/homeless families for building residential houses."
On the resolution at Item No. 3(vi) regarding employment generation, MLA Nizam-Ud-Din Bhat will move that the full stop appearing at the end of the Resolution be deleted and thereafter the words and punctuation mark "and till formulation and execution of such policy on creations for such unemployed youth, a sustenance allowance of Rs 5000 on monthly basis be provided to those from families living below poverty line" be added. Pirzada Farooq Ahmad Shah will move that the words "time bound" be inserted between the words "comprehensive" and "policy."
On the resolution at Item No. 3(vii) regarding water resources, Pirzada Farooq Ahmad Shah will move that the words "as primary requirement to save environment" be substituted by the words "as primary necessary defence against climate change, flooding and water scarcity." (KNS)
