Advocacy group proposes rehabilitation University for Jammu Kashmir

Srinagar December 30 (KNS):  Mir Arifa Jan, State President of the Nationalist Congress Party-Sharadchandra Pawar (NMC) J&K wing and a National Executive Member of the party's Mahila Wing, State Head BRICS Human Rights Mission has submitted a comprehensive proposal vide her letter No. even dated 30-11-2025 to the Government of Jammu & Kashmir advocating for the establishment of a dedicated Rehabilitation University.

According to a statement issued to KNS, reads that the representation, addressed to the Chief Minister, Omer Abdullah, also to the Lieutenant Governor of J&K Manoj Sinha, outlines an urgent need to address the growing demand for rehabilitation services within the Union Territory for persons with disabilities (PwDs), victims of trauma, neurological disorders, and conflict-related injuries.

The proposal highlights that J&K currently lacks a dedicated university to systematically address education, research, manpower development, and service delivery in rehabilitation sciences, relying instead on limited institutions and colleges affiliated with external universities.

"The establishment of a Rehabilitation University in Jammu & Kashmir 'The Jammu & Kashmir Rehabilitation University' will be a landmark step towards inclusive development, social justice and strengthening healthcare infrastructure in the Union Territory," stated Jan in her submission letter.Click Here To Follow Our WhatsApp Channel

The proposed university aims to develop high-quality professionals, offer various diploma, undergraduate, postgraduate, and doctoral programs in disciplines such as Physiotherapy, Occupational Therapy, Clinical Psychology, and Special Education, and strengthen clinical rehabilitation services across the region.

The proposal suggests potential locations within District Kulgam, Shopian, or Anantnag and recommends the university be established either by upgrading an existing Rehabilitation Institution (CRC) or on new land acquired through an Act of Legislature.

"The establishment of a Rehabilitation University in Jammu & Kashmir, will not only fulfill statutory obligations under RPwD Act, 2016 but also transform J&K into a hub for rehabilitation education and services in the northern region," the letter states.

Copies of the proposal have also been submitted to the President of India, the Prime Minister, the Union Minister for Social Justice & Empowerment (Dr. Virendra Kumar), the Union Minister of Education Dharmendra Pradhan), and the J&K Minister for Social Welfare Sakeena Itoo for their consideration and approval.
