Srinagar, Sept 24 (KNS): As many as 113 developmental works and projects across Jammu and Kashmir are currently under status quo, leaving ?213.17 crore of the ?244.62 crore earmarked for them unutilised, the government has informed the Legislative Assembly.

‎The figures were disclosed by the Finance Department in a reply to a question by MLA Devyani Rana regarding the utilisation of funds tied up in developmental works affected by court orders or other legal impediments.

‎According to the government, the 113 projects are presently under status quo owing to matters pending before courts or competent authorities. The department- and district-wise details of the projects have been enclosed with the reply.

‎Of the ?244.62 crore budgetary allocation earmarked for these works during 2026-27, ?213.17 crore remains unutilised due to the status quo, the government said.

‎The government further informed the House that ?85.95 crore had already been spent on the 113 works before the issuance of the status quo orders or orders passed by courts or competent authorities.

‎On the fate of funds allocated to works that cannot be completed during the current financial year because of legal restrictions, the government said such cases would be dealt with in accordance with applicable budgetary and financial provisions and directions of the concerned court or competent authority.Click Here To Follow Our WhatsApp Channel

‎It said the availability or revalidation of budgetary provisions, surrender of savings or re-appropriation, wherever permissible, would be governed by the applicable financial rules and budgetary instructions.

‎The government also said the progress and financial position of developmental works are reviewed periodically by the concerned departments to prevent funds from remaining blocked.

‎“In cases where the execution of any work is impeded due to a Court order, the concerned Department is pursuing the matter in the concerned Courts of Law for obtaining vacation/modification of the said order, wherever legally permissible,” the reply stated.

‎The Finance Department said the budgetary provision was being dealt with under applicable financial rules with the objective of minimising the blocking of funds and ensuring optimal utilisation of available resources.(KNS)
