‎Srinagar, Sep 29 (KNS): The Jammu and Kashmir Government has told the Legislative Assembly that there is no fixed timeline yet for regularising the services of daily-wage, casual, seasonal and other temporary workers who have served for years in various departments.

‎The government said the process remains under examination and a “rigid timeframe” cannot be indicated at this stage because of the “multiplicity of categories involved” and the legal, administrative and financial implications of any decision.

‎The disclosure came in response to aquestion by MLA Narinder Singh Raina, who sought the status of the process initiated to regularise daily-wage workers and details of the steps being taken to fulfil the commitment, along with any timeline fixed for completing it.

‎In its reply, the government said a committee was constituted through Government Order No. 384-JK(CAD) of 2025 dated March 19, 2025, to examine matters relating to casual, seasonal and other temporary, contractual and need-based workers engaged in different departments across Jammu and Kashmir.
‎
‎The committee has been tasked with examining the “humanitarian, legal and financial” issues related to their regularisation.
‎
‎The government said the matter involves workers engaged at different points of time under varying terms and conditions, and therefore any proposed policy would have to conform to the applicable statutory provisions, legal position and prescribed recruitment framework while accounting for its financial implications.Click Here To Follow Our WhatsApp Channel

‎“The Committee is, accordingly, undertaking a comprehensive examination for the formulation of a uniform framework that is legally enforceable, and administratively implementable across all Departments,” the government said in its reply.

‎The government further said consultations with the concerned departments and examination of the issue from administrative, legal and financial perspectives were required before taking a final policy decision.
‎
‎“The issue is under active consideration, and efforts are being made to complete the requisite examination and consultations at the earliest,” it said.
‎
‎However, responding to the demand for a timeline, the government said, “it would not be appropriate to indicate a rigid timeframe at this stage.”
‎
‎It attributed this to the number of categories involved and the “legal, administrative and financial implications of any decision”.
‎
‎“The Government will take a considered decision after completion of the examination of all relevant aspects and receipt of the requisite inputs from the concerned departments and authorities,” the reply said.

‎The government’s response does not specify when the committee is expected to complete its examination or when a final regularisation policy will be placed before the competent authority.(KNS)
