Regularise us, save our families from further distress: Contractual CIC Operators appeal LG Sinha

Srinagar May 08 (KNS): Contractual CIC Operators working in Rural Development Department Saturday appealed to LG Manoj Sinha to take a compassionate look at their hardships and regularise their services. 
President CIC Operators Association Nayeem Sidique told to KNS, “We have given our precious seventeen years of service for the betterment of RDD but despite the completion of all required formalities, the administration has resorted to inordinate delay in issuing formal orders to us”.
While appealing Lieutenant Governor J&K Manoj Sinha to intervene into the matter personally, he said the contractual CIC Operators are working in the department since 2004 on a peanut amount of rupee ten-thousand per month that pushes the community to live a miserable life.
“As per the documents accessible, appointments of the CIC Operators have been made by open competition after proper advertisement in leading newspapers of Jammu & Kashmir and calling applications from the eligible candidates in the year 2003-04. Then their recruitment was made on merit basis through proper recruitment procedure through District Level Appointment Committee (DLAC) constituted by the Government of J&K headed by Deputy Commissioner’s of concerned District in the year 2003-04”, Sidique said.
He added that the CIC operators are well qualified, having MCA, M.Tech, M.Sc IT, B.E & B. Tech degrees and are technically and professionally sound. “They are handling efficiently all the online work of departmental portals viz E-gram-swaraj, SBM, PMAY, People’s Plan Campaign (Sabki Yojna Sabka Vikaas), GPDP, Mission Antyodaya, PFMS etc and other e-Governance related activities. Besides all other office assignments viz-a-viz elections, Establishment, Accounts, work etc. at Block/ District /Directorate /Secretariat level”, he added.

The President of the Association said that J&K Government in 2014 passed a cabinet order to formulate a proposal for the regularization of 172 CIC Operators in RDD and in this regard, 172 Data Entry Operators posts were created for adjustment of already working CIC operators vide Government order No. 320-RD & PR of 2016 dated14.12.2016.
“Subsequently in the year 2017, the Empowered Committee of J&K Government vide its 58th Meeting dated 22.03.2017 & 60th Meeting dated 12-10-2017 headed by Principal Secretary, Finance Department J&K cleared our cases for regularization under Special Provision Act 2010”, he said and added “the recommendations had also been communicated to the RDD & PR by the Finance Department of J&K for issuing regularization orders as Data Entry Operators vide O.M No. PS/DC/Misc-353/14 dated 22-05-2017, O.M. No. PS/SC/Misc-374/14 dated 24-01-2018 and O.M No.PS/DC/Misc-353/14 dated 01-06-2014”.

He said, “despite of the concurrence from Finance Department of J&K twice, Department of Law, Justice & Parliamentary Affairs and Advocate General of J&K also gave their legal opinion for regularization of these 172 CIC Operators, nothing tangible came out for the relief of CIC operators”.

The Association has sought LG's intervention into the matter, appealing him to regularise the services of 172 CIC operators and provide relief to the distressed community in present tough times.(KNS)
