The memorandum reads that it was surprising rather shocking to learn about the hacking of cell phone by the Centre Govt for which Spyware Pegasus has been used to hack cellphone in the run up to the 2019 parliamentary elections.

Congress Party expressed disappointment over the rising unemployment in Jammu Kashmir and demanded that Govt must address the unemployment menace.

The Party feels deeply concerned about the unprecedented price hike in petrol, diesel and other essential and understand that Govt seems very insensitive towards this burning issue. The price hike has put the people especially poor and below poverty line to huge economic crisis, but the irony is that Centre Govt was least bothered about the huge burden on the people, the memoradum reads.

Congress Party also sought regularization of daily wagers, casual labaours, needs basis and others working in different departments for a long.

Congress Party feels extremely sad about the restrictions on movement of vehicular traffic on National Highway-44 at dozens of places from both sides (Kashmir & Jammu), which was causing huge inconvenience to people, urging that the unnecessary restrictions should stop, forthwith to ensure hassle-free movement of passengers on NH, the Memorandum reads.

Congress Party also criticized  introducing tender system at Panchayat level through which allocated development funds amounting to Rs.23.00 lacks is reportedly going to be spent and said  this process was not going to help people at ground level, as the same was required to be spent through MGNREGA benefitting locals by generating 100 job days. Tendering process at Panchayat level won’t benefit deserving people, so Govt must revisit this decision to allow Panchayat to function in a proper way, keeping inview the interests of locals, Congress party told the LG

The Party also lashed at outsourcing of mining sector to outsiders, terming it as a  matter of serious concern. The memorandum reads that  J&K has witnessed ugliest situation, economic crisis, rising unemployment, The decision of outsourcing mining to outsiders has the potential to further deepen the crisis, besides it will create more unemployment. The mining sector of J&K belongs to its people, so INC reiterates that Govt must revisit this decision.

The schooling of children from Primary classes have been badly affected due to the continuous  lockdown in  Jammu as well as in Kashmir, with the result, the children were facing tough times, confronted with stress and other health issues, though the online classes have little helped students, but majority of them especially those living in villages and farflung areas have not been able to get benefitted online classes, so Govt must devise a policy to ensure schooling and regular classes to children, as that will ensure respite to children as well as parents.

There was huge disconnect to be seen between the present dispensation especially JK administration and people, besides the absence of the popular Govt was the main source behind anguish amongst the people, so INC believes that present dispensation must take early effective measures to address this disconnect, Memorandum reads.

The memorandum further reiterated that Govt must announce package for horticulture and agriculture sectors, which has also witnessed huge losses due to the untimely rains and hailstorm, besides seeking implementation of back to village recommendations at ground level in Kashmir as well as in Jammu.
