KPSG urges PM to engage with stakeholders for return of KPs to J&K

Srinagar Jnauary 23 (KNS): After Successful Pran Prathishta for the abode of Lord Ram in Ayodhya Nagri,the expectations for Gharvapsi of seven hundred thousand Kashmiri Pandits have skyrocketed, Native Kashmiri community living in exile for last Thirty four years are longing to return home -the Valley.

Speaking at a civil society meeting at India International Centre this evening,in which former governors,academicians,civil servants and strategic community members participated.
 
Ashok BHAN  chairman Kashmir (Policy and Strategy) Group ;KPSG said );a dialogue with the stakeholders and a intra community dialogue will help in giving a closure to the sordid and brutal phase of societal devastation,death and destruction that has engulfed the larger south Asian region in general and Jammu & Kashmir in particular.
 
The Kashmir Valley carries a historical burden in a social context.The people are carrying the burden as victims of conflict from 1947 and continuing consequences of armed insurgency resulting in exile of the religious minority and killings innocent civilians  in the violence perpetrated by non State actors,others brutalised anti human groups including the State actors. 19th January 1990 was a black day in Kashmir’s glorious history.On this day the whole population of Kashmiri Pandit Community was exited by gun toting terrorists and since then are living as refugees in their own Country.KPSG has always urged Union Government to engage with KPs and plan their safe and dignified return back home.34 years of exile is brutal.long and traumatic.They are the aborigines Kashmiri and are the prime stakeholders in the Kashmir affairs.
 
Without KPs Kashmiri civilisational ethos is incomplete in these modern time and in Naya Kashmir Vision of idea of India.
 
The constitutionalism that our Country practices the democracy through adult franchise is a rule and governor rule is an exception.If we go by the  ground level claims of Union government and LG administration the time has come to give legitimate right to democracy to the people of Jammu and Kashmir and the prolonged governor rule.The elections to the legislature can be held along with the ensuing parliamentary elections.The honourable Supreme Court has also commanded the elections to be held not later than September 2024.
 
The honourable SupremeCourt in its legal and institutional wisdom has shown a way forward ;
 
The Court speaking through a Constitution bench recently while delivering judgement on the article 370 said,While the judgment of the Constitution Bench of the Supreme Court of India regarding Article 370 will continue to invite intense scrutiny and analysis by legal and political pundits, the broader message from the honourable judges is loud and clear: Move forward and focus on the future of Jammu and Kashmir rather than brood  over its sordid past!

While delivering the unanimous judgment on the jurisprudence on the inoperability of Article 370 of the Constitution, the honourable Judges have empathically held a view that social fabric is waning and inter generational trauma has already fractured the Kashmiri Society.In order to heal the wounds and make a forward movement and restore coexistence,tolerance,mutual respect and communal & societal harmony.
 
A TRUTH & RECONCILIATION COMMISSION should be set up expeditiously.The Commission will investigate and report on the human rights violations by non state and state actors perpetrated in Jammu & Kashmir at least since 1980s and recommend measures for reconciliation.Honourable Judge said before the memories fade and escape the exercise shall be time bound Bhan said;
 
The loud and clear message thus is ; Engage with Stake holders, restore democracy: HOLD the elections and end prolonged governor rule . *Deal with return of the Exiled Kashmiri Pandits And;  Union Government shall create a time bound Plan for the safe dignified and with political empowerment-Return of the exiled natives back in  at least in three smart cities with the composite habitation in the Valley.
 
*Revive and RESTORE the Statehood.
*keep moving the Institutional democracy.and empower people at grassroots-Panchayats,Municipalities,Town area committee and DDCs.
Kashmir calls for Democracy,Justice,restoration of glory of peaceful coexistence & enjoyment of human rights. 

Win the hearts and minds of people. Pt KHALHANA has said in 12th century-
“Kashmiris can be won by love- by sword never.” Former Governors 
Including BN Singh echoed that if the ground level reports about situation in Jammu and Kashmir in public domain are to be believed then should this not be an opportune time to hold the elections along with general elections to save administrative hassle and use tax payer’s money appropriately besides respect the Supreme Court commandments.
 
Dr MM Ansari while thanking the participants said if the current government thought process is one nation one elections then Kashmir provides an opportunity for simultaneous elections to JK legislature and general elections to the Parliament.(KNS)
