Srinagar, Oct 14 (KNS) : The Jammu and Kashmir government has notified the J&K Homestay Policy, 2026, a move aimed at formalising traditional hospitality, expanding lodging capacity and boosting rural economies through financial incentives and standardised registration norms.
The policy, approved by the Council of Ministers, provides a simple and enabling framework to expand quality tourist accommodation, particularly in rural, border, heritage and emerging tourism destinations.
The policy introduces a hassle-free registration with Silver and Gold classifications, enabling local homeowners to host visitors, showcase J&K's culture and hospitality, and generate sustainable livelihood opportunities, the Office of Chief Minister Omar Abdullah as per news agency Kashmir News Service (KNS) said.
Under the operational norms, owners must reside on the property and can let out one to eight guest rooms. Homestays will be classified into Silver and Gold categories based on facilities, hygiene and safety standards.
The policy also provides for registration of eligible residential properties—not being used by families for their own residence—as Bed & Breakfast establishments, further augmenting hospitality infrastructure and creating additional income opportunities for households.
To incentivise participation, the government has announced a 35 per cent subsidy via the PMEGP scheme, with project funding support up to a maximum limit of Rs 20 lakh. Homestays will also be charged domestic utility tariffs for power and water, avoiding commercial fees.
Hosts will additionally receive solar subsidies via the PM Surya Ghar scheme and low-cost credit through J&K Bank.
The government said the policy will help take tourism beyond traditional destinations, strengthen local economies, promote heritage and ensure that the benefits of tourism reach communities across Jammu and Kashmir. (KNS)
