CUK commemorates Constitutional Day holds functions in campuses

Ganderbal, Nov 26:(KNS) Central University of Kashmir (CUK) Thursday organized several functions, across its campuses here, to commemorate the Constitution Day.

The university’s Directorate of Students Welfare organized a webinar on “Duties of Citizens to Protect and Improve the National Environment,” at Green Campus, and coordinated two more functions; one in collaboration with Kashmir University and another with the Ministry of Justice. The Department of Law also organized a programme to celebrate the Day at Tulmulla Campus.

Addressing the gatherings, both offline and online, during the day long programmes, Vice Chancellor, Prof. Mehraj ud Din Mir, in his presidential addresses said the Constitution of India is one among the best in the world and its three main pillars Legislative, Executive and Judiciary are doing a commendable job in protecting the rights and freedom of individuals, irrespective of caste, creed, color, gender and religion, across the length and breadth of the country. He said that all the people should inculcate the moral responsibilities and fundamental duties as enshrined in the Constitution. Prof. Mir opined that the constitutional duties represent constitutional ethos and spirit, which if implemented will make enforcement of fundamental rights easy. He also complimented the Directorate of Students Welfare and the Department of Law for organising the events to mark the day.

During the webinar which was attended by Deans, Heads and Coordinators of various departments, Registrar, Prof. M Afzal Zargar read the preamble and administered its oath among the participants. Speaking on the occasion, Prof. M Afzal Zargar said the preamble was an important part of the Constitution and the society shall achieve what is mentioned in it. He described preamble as the beacon of light and said that it imbibes important societal requirements.

The keynote speaker Prof. Muhammad Ayoub Dar, Head Department of Law, University of Kashmir, in his address on the theme “Fundamental Duty to Protect Natural Environment,” made a detailed power point presentation about various Laws and Acts being enacted and implemented to protect the natural wealth of the country. He called for constant interplay in changing society for articulation and implementation of social change between Legislators, Administrators and Courts. Prof. Dar said the 19th century myth of a judiciary that simply interprets Statutes or precedents in accordance with legal logic has been changed. “Judiciary now is involved with deeper struggles and agonies of society.” He identified gateways to protect the environment by the common man including “citizens’ suit”, under environmental law section 133 CRPC, petition before executive magistrate to end environmental issues at grassroots level. He also called for public participation in environmental decision making in EIA processes.

Earlier, in his welcome address, Dean DSW, Prof. Mehraj ud Din Shah said the main aim and objective of commemorating the day was to generate awareness among the faculty members and students about the Constitution and the rights and duties of individuals enshrined in it.

Nodal Officer FRDAC and Deputy Director, DSW, Mr. Faizan Ashraf Mir conducted the programme proceedings while as Deputy Director DSW, Dr Asif Khan proposed the vote of thanks. (KNS)
