Shopian, Feb 13 (KNS): Throwing all the guidelines governing transfers of Govt officials to wind, Shopian district has witnessed transfer of 13 Deputy Commissioners in last 14 years and even two of them in 25 days.
  Locals said the development works in the district set on the foothills of Pir Panchal have been badly affected.
 
 The credibility of the district has been ridiculed and such frivolous decisions have affected the implementation of construction and development projects in the entire district severely, locals saidm. 
They added to "Kashmir News Service" (KNS), that the Shopian district has been used as a laboratory for the past decade for Officials.
"Frequent transfers  has brought development activities to a standstill in the entire district and the projects that were laid 14 years ago after Shopian was given district status and the demands made by the people before the administration are still incomplete."
" Even after 14 years, those grievances and demands are still remain unaddressed today," he said.

 Locals told KNS that Shopian was given district status in 2007 and, surprisingly, for the last 14 years. Instead of construction and development, 13 District Development Commissioners were transferred by the government while in the year 2018, 3 Deputy Commissioners were transferred during 9 months.
On January 16,  Kant Balasaheb took charge of Deputy Commissioner Shopian and he was still trying to understand the district,  but he was transferred and Sachin Kumar, Deputy Commissioner of Ladakh, was appointed as the new Deputy Commissioner of Shopian District.
" If he was posted in Shopian then why his transfer took place only after 25 days, "locals questions.
 Officials of several associations active in the district told KNS that the
repeated transfers and appointments of government officials have not only slowed down the pace of construction and development in the district, but also paves way for corruption.
They said that the world's tallest 106-storey building in the United Arab Emirates, Burj Khalifa, has been completed in just six years, but Surprisingly JKPCC officials have not been able to complete the District Hospital Shopian building for 13 years and to date no one has held JKPCC officials accountable in this regard and the limit is that during the last 13 years.
"During the board meetings held, two former chief ministers had given a deadline to the concerned agency to complete the hospital building but these orders have become limited to papers only and today the condition of the district hospital is worse than a dispensary and people are facing a very difficult situation with regard to medical facilities."
Locals told KNS that Shopian was the only area where there was a slaughter house on the bank of Nala Singlo 30 years ago and butchers slaughtered sheep and goats in the presence of doctors and experts but surprisingly the  slaughter house was closed and human Lives have been endangered and butchers are carrying out slaughter in their homes in an arbitrary and mysterious manner.
 They said that the entire population has been demanding the district administration to build a slaughterhouse at the district headquarters for the last 13 years.
" But none of the officer from the 13 deputy commissioners could meet the demand of the consumers but the officials of the reverse administration have recently illegally allotted government land for the said slaughterhouse to some shopkeepers," locals said.
The civil Society members of Shopian also said that the drinking water system in the district is very poor and crores of rupees were spent on filtration plants in Khaudpora and other places including the district headquarters. 
"Dirty and unhealthy drinking water is provided which has caused thousands of people to suffer from jaundice and other deadly diseases in the last several years in various villages while many people died due to jaundice," they sais.
The traders told KNS that the traffic system in the district has been disrupted as the concerned agencies have failed to provide space for parking.
" Specific places have been allotted to private entities due to their influence which should be investigated," they demanded.
 They  said that bus stand has been constructed on 52 kanals of land in Batapora but the stand has facilities for influential people only.
" Administration is not shifting the public transport toBatapura bus stand, which is causing a worrying increase in traffic jams and adversely affecting commercial activities," they said. (KNS)
